新疆軍區(qū)某醫(yī)院衛(wèi)生技術(shù)人員現(xiàn)狀分析及預(yù)測

【摘要】: 目的:掌握新疆軍區(qū)某醫(yī)院衛(wèi)生人力現(xiàn)狀及總體特征;了解新疆軍區(qū)某醫(yī)院衛(wèi)生人力結(jié)構(gòu)存在的問題;針對新疆軍區(qū)某醫(yī)院衛(wèi)生人力資源現(xiàn)狀存在的問題提出整改方案,加快培養(yǎng)和開發(fā)專業(yè)技術(shù)人力資源;為新疆軍區(qū)某醫(yī)院可持續(xù)發(fā)展奠定基礎(chǔ)。方法:從新疆軍區(qū)某醫(yī)院人事科調(diào)取檔案,以2001年1月1日(北京時(shí)間0點(diǎn)起)~2005年12月31日(北京時(shí)間24點(diǎn)止)為時(shí)間范圍進(jìn)行資料收集,對所研究分析范圍Qg的所有衛(wèi)生技術(shù)人力資源情況進(jìn)行整理,統(tǒng)一格式,選定統(tǒng)一標(biāo)準(zhǔn);在微機(jī)上建立“新疆軍區(qū)某醫(yī)院衛(wèi)生人力資源信息數(shù)據(jù)庫“,采用GPMS通用人事資源管理系統(tǒng)軟件進(jìn)行各種統(tǒng)計(jì)運(yùn)算和統(tǒng)計(jì)分析。結(jié)果:1)新疆軍區(qū)某醫(yī)院在職職工共233人,男性71名,女性162名,分別占30.47%和69.53%;2)漢族占工作人員的大多數(shù),其次的維吾爾族,分別是78.11%和12.88%;3)該院現(xiàn)有衛(wèi)生技術(shù)人員高級、中級、初級職稱比例為1:5.3:9.3。4)2010年該院的衛(wèi)生技術(shù)人員為201人,醫(yī)護(hù)比為1:1.45。男女之比為1:2.2,20~年齡組為34.36%,30~年齡組36.41%。2010年研究生的需求量將增大,為32人。結(jié)論:1)新疆軍區(qū)某醫(yī)院總體上看有較完善的現(xiàn)代人力資源管理體系,管理模式清晰,人力成本低;2)衛(wèi)生技術(shù)人員的總量偏小,醫(yī)技和護(hù)理人員都十分短缺;3)年齡構(gòu)成為正態(tài)分布,整體年齡結(jié)構(gòu)分布較合理化,在未來的5~10年這些人員應(yīng)形成規(guī)模效應(yīng);4)醫(yī)院的臨床科室和非臨床科室的職稱結(jié)構(gòu)中高級的技術(shù)人員極其短缺;5)護(hù)理人員的年齡和學(xué)歷都偏低,高級護(hù)理師極其短缺,培訓(xùn)力度不夠;6)醫(yī)院衛(wèi)生技術(shù)人員的專業(yè)吻合度較高。7)預(yù)測該院到2010年不論是醫(yī)療專業(yè)還是護(hù)理、檢驗(yàn)、藥劑等專業(yè)均呈遞減趨勢。學(xué)歷需求中,研究塵的需求量不斷增大。該醫(yī)院的病源很豐富,醫(yī)院應(yīng)樹立“以人為本”的管理理念,建立符合新疆軍區(qū)某醫(yī)院發(fā)展的人力資源管理系統(tǒng),健全一整套引才、用才、育才、激才、留才以及促進(jìn)人才合理流動(dòng)的機(jī)制,使人才潛在的能力和能量最大限度地釋放出來,積極進(jìn)取、勇于拼搏、樂于奉獻(xiàn),在發(fā)展中多培養(yǎng)高學(xué)歷,高職稱的技術(shù)人員,從而使新疆軍區(qū)某醫(yī)院人才高地在醫(yī)院建設(shè)和發(fā)展中發(fā)揮更大的作用。
[Abstract]:Objective: to understand the present situation and general characteristics of health manpower in a certain hospital of Xinjiang military region, to understand the problems existing in the structure of health manpower in a hospital of Xinjiang military region, and to put forward a plan for rectifying and reforming the present situation of health human resource in a hospital of Xinjiang military region. To speed up the training and development of specialized technical human resources; to lay the foundation for the sustainable development of a certain hospital of the Xinjiang military region. Methods: to transfer files from the personnel department of a certain hospital of the Xinjiang military region, Taking January 1, 2001 (from 0 o'clock Beijing time) to December 31, 2005 (from 24:00 Beijing time) as the time frame for data collection, all the health technical human resources of the scope of study and analysis QG were sorted out, and the standard was unified. Selection of uniform criteria; The database of health human resources information in a certain hospital of Xinjiang military region was established on a microcomputer. All kinds of statistical calculation and statistical analysis were carried out by using GPMS general personnel resource management system software. The results showed that there were 233 staff and workers in a hospital of Xinjiang military region. There are 71 males and 162 females, accounting for 30.47% and 69.53% of the staff respectively) the Han nationality accounts for the majority of the staff, followed by the Uighurs, 78.11% and 12.88%, respectively. The proportion of primary professional titles is 1: 5.3: 9.3.4) in 2010, the number of health technicians in the hospital was 201 and the ratio of medical care to medical care was 1: 1.45.The ratio of men to women was 1: 2.2 to 20 years. The demand for graduate students in the age group from 34.36 to 30 years will increase in 2010. Conclusion: a hospital of Xinjiang military region has a perfect modern human resource management system, a clear management model and a low manpower cost. The age structure is normal distribution, and the overall age structure distribution is more reasonable. In the next 5 ~ 10 years, these personnel should form a scale effect (4) there is an extreme shortage of senior technicians in the professional title structure of clinical departments and non-clinical departments in hospitals (5) the age and academic qualifications of nursing staff are on the low side, and the senior nurses are extremely short. 6) the degree of professional coincidence of health technicians in hospitals is high. 7) it is predicted that the medical specialty, nursing, testing, pharmacy and other specialties in the hospital will be decreasing by 2010. The demand for research dust is increasing. The hospital is rich in the source of diseases. The hospital should set up the management concept of "people-oriented", establish a human resource management system in line with the development of a certain hospital of Xinjiang military region, perfect a whole set of talents, use talents, and cultivate talents. The mechanism of encouraging, retaining, and promoting the rational flow of talented people, so that the potential ability and energy of talents can be released to the maximum extent, and they will be positive, enterprising, courageous and willing to work hard, and they will be willing to contribute, and in the course of development, they will train more technicians with high academic qualifications and high professional titles. So that the Xinjiang military region hospital talent highlands in hospital construction and development play a greater role.
