【摘要】:目的 通過(guò)對(duì)部分辦公樓宇集中空調(diào)通風(fēng)系統(tǒng)的調(diào)查研究,了解目前辦公樓宇空調(diào)系統(tǒng)的設(shè)置布局、人員制度、日常運(yùn)行維護(hù)管理開展情況,掌握空調(diào)系統(tǒng)的衛(wèi)生現(xiàn)狀和室內(nèi)環(huán)境的衛(wèi)生質(zhì)量,發(fā)現(xiàn)辦公樓宇集中空調(diào)衛(wèi)生管理中存在的問(wèn)題和影響辦公環(huán)境衛(wèi)生質(zhì)量的主要因素,并進(jìn)行有針對(duì)性的分析和討論,尋求目前情況下有效的解決措施和方法,為衛(wèi)生行政部門開展衛(wèi)生監(jiān)督和指導(dǎo)提供參考依據(jù),以提升辦公樓宇集中空調(diào)的管理能力和衛(wèi)生安全水平。 方法 本次研究隨機(jī)選取6家使用集中空調(diào)的辦公樓宇,通過(guò)調(diào)閱空調(diào)設(shè)計(jì)圖、竣工驗(yàn)收資料等了解空調(diào)系統(tǒng)的歷史,利用調(diào)查表形式對(duì)集中空調(diào)的種類、數(shù)量和空調(diào)系統(tǒng)的組成構(gòu)件等基本情況開展調(diào)查,通過(guò)現(xiàn)場(chǎng)詢問(wèn)和關(guān)鍵控制點(diǎn)檢查了解管理人員的組成結(jié)構(gòu)、專業(yè)知識(shí)掌握、衛(wèi)生管理意識(shí)及日常運(yùn)行維護(hù)管理開展情況,同時(shí)對(duì)集中空調(diào)系統(tǒng)的衛(wèi)生質(zhì)量和辦公室內(nèi)環(huán)境質(zhì)量進(jìn)行現(xiàn)場(chǎng)檢測(cè),對(duì)部分辦公人員開展室內(nèi)環(huán)境空氣品質(zhì)主觀評(píng)價(jià)的調(diào)查,以及對(duì)目前社會(huì)比較關(guān)注的空氣中PM2.5的濃度進(jìn)行室內(nèi)外環(huán)境的檢測(cè),以全面了解目前辦公樓宇集中空調(diào)衛(wèi)生現(xiàn)狀。 結(jié)果 目前投入運(yùn)行的辦公樓宇集中空調(diào)通風(fēng)系統(tǒng)辦理建設(shè)項(xiàng)目衛(wèi)生學(xué)評(píng)價(jià)和竣工驗(yàn)收手續(xù)的單位較少,存在新風(fēng)未能直接來(lái)自室外、空調(diào)機(jī)房兼作混合箱等設(shè)計(jì)方面的缺陷;管理人員對(duì)空調(diào)衛(wèi)生管理知識(shí)掌握不夠,衛(wèi)生意識(shí)淡薄,衛(wèi)生檔案管理和衛(wèi)生制度未能建立完善,對(duì)新風(fēng)的正常供應(yīng)、冷卻水的消毒意義等基本衛(wèi)生知識(shí)掌握不夠;空調(diào)日常運(yùn)行維護(hù)措施不到位,清洗消毒僅限于空調(diào)過(guò)濾凈化設(shè)施設(shè)備(過(guò)濾網(wǎng)、過(guò)濾器和凈化器)和送、回、新、排風(fēng)口及冷卻塔,冷卻水缺乏持續(xù)消毒措施,風(fēng)管積塵、積塵微生物、冷卻水嗜肺軍團(tuán)菌等指標(biāo)超標(biāo)情況比較嚴(yán)重;室內(nèi)工作人員對(duì)空氣品質(zhì)的主觀評(píng)價(jià)不佳;由于受室內(nèi)吸煙等其他因素的影響,室內(nèi)PM2.5的平均濃度明顯高于室外空氣中PM2.5的平均濃度。 結(jié)論 規(guī)范辦公樓宇集中空調(diào)的衛(wèi)生管理,提升環(huán)境品質(zhì),首先應(yīng)當(dāng)從立法入手,明確辦公樓宇集中空調(diào)系統(tǒng)的管理標(biāo)準(zhǔn)和要求,從法制上加以固定和約束;應(yīng)加強(qiáng)對(duì)新、改、擴(kuò)建等集中空調(diào)辦公項(xiàng)目的衛(wèi)生學(xué)評(píng)價(jià)和竣工驗(yàn)收,從源頭上對(duì)空調(diào)設(shè)計(jì)、布局、防護(hù)進(jìn)行把關(guān);應(yīng)重視培訓(xùn)和學(xué)習(xí),提高管理人員的衛(wèi)生意識(shí)和自身業(yè)務(wù)素質(zhì),整體提升集中空調(diào)系統(tǒng)運(yùn)行管理水平;最后,政府相關(guān)職能部門須加強(qiáng)衛(wèi)生監(jiān)督執(zhí)法的力度,加大對(duì)違法行為的查處,對(duì)集中空調(diào)通風(fēng)系統(tǒng)實(shí)行全過(guò)程的監(jiān)管和指導(dǎo),確保集中空調(diào)系統(tǒng)規(guī)范運(yùn)行管理。而降低辦公室內(nèi)空氣中PM2.5的濃度,除了要提升過(guò)濾級(jí)別,加強(qiáng)控?zé)熜麄?杜絕辦公樓宇室內(nèi)吸煙是有效手段。
[Abstract]:Purpose Through the investigation and study of the central air conditioning and ventilation system in some office buildings, we can understand the layout, personnel system, daily operation and maintenance and management of the air conditioning system in the office buildings at present. To grasp the sanitary status of air conditioning system and the sanitary quality of indoor environment, to find out the problems existing in the sanitary management of central air conditioning in office buildings and to find out the main factors that affect the sanitary quality of office environment, and to carry out targeted analysis and discussion. In order to improve the management ability and hygienic safety level of central air conditioning in office buildings, the effective measures and methods are sought to provide reference for the health supervision and guidance of health administrative departments. Method In this study, 6 office buildings with central air conditioning were randomly selected to understand the history of the air conditioning system by reading the air conditioning design drawings, completion and acceptance data, and using the form of questionnaire to analyze the types of central air conditioners. To investigate the quantity and components of the air conditioning system, and to understand the composition structure, professional knowledge, hygiene management consciousness and daily operation and maintenance management of the management personnel through on-site inquiries and key control point checks. At the same time, the hygienic quality of the central air conditioning system and the environmental quality in the office were tested on the spot, and the subjective evaluation of indoor air quality was investigated by some office personnel. The concentration of PM2.5 in the air which is concerned by the society at present is detected in the indoor and outdoor environment in order to understand the sanitary status of central air conditioning in office buildings. Result At present, the central air conditioning and ventilation system of office buildings has fewer units to handle the sanitary evaluation and acceptance procedures of the construction project, and there are some defects in the design of the fresh air which can not come directly from the outside, and the air-conditioner room is also used as the mixing box. The knowledge of air conditioning hygiene management was not enough, the hygiene consciousness was weak, the health file management and health system were not perfect, the normal supply of fresh air and the significance of disinfection of cooling water were not enough. Air conditioning daily operation and maintenance measures are not in place, cleaning and disinfection is limited to air conditioning filtration and purification facilities (filters, filters and purifiers) and delivery, return, new, vent and cooling tower, cooling water lack of continuous disinfection measures, duct dust, Dust accumulation microbes, cooling water and other indicators such as Legionella pneumophila are more serious; indoor workers' subjective evaluation of air quality is not good; due to the influence of other factors such as indoor smoking, The average concentration of indoor PM2.5 was significantly higher than that of PM2.5 in outdoor air. Conclusion To standardize the hygienic management of central air conditioning in office buildings and to improve the environmental quality, we should first of all start with legislation, clarify the management standards and requirements of the central air conditioning system in office buildings, fix and restrain them from the legal system, strengthen the reform of the new air conditioning system, The hygienic evaluation and completion acceptance of the central air-conditioning office project, such as expansion, should be carried out from the source to check the design, layout and protection of the air conditioning, and attention should be paid to training and study to improve the health awareness and professional quality of the management personnel. Finally, the relevant government departments should strengthen the health supervision and law enforcement, increase the investigation and punishment of illegal acts, and implement the whole process of supervision and guidance to the central air conditioning and ventilation system. Ensure standard operation and management of central air conditioning system. In order to reduce the concentration of PM2.5 in office air, it is necessary to enhance the filtering level, strengthen tobacco control publicity and eliminate indoor smoking in office buildings.
