【摘要】：突發(fā)事件是指突然發(fā)生或者可能發(fā)生,直接影響到公眾健康和社會(huì)安全,需要緊急應(yīng)對(duì)的公共衛(wèi)生事件,包括生物、化學(xué)、核輻射和恐怖襲擊事件、重大傳染病疫情、群體不明原因疾病、嚴(yán)重的中毒事件、影響公共安全的毒物泄露事件、放射性危害事件以及影響公眾健康的自然災(zāi)害等。近年來(lái),在經(jīng)濟(jì)發(fā)發(fā)展全球化、人口流動(dòng)大規(guī)�；�、食品藥品行業(yè)發(fā)展欠規(guī)范化的背景下,突發(fā)公共衛(wèi)生事件時(shí)有發(fā)生,給公眾的生命健康安全帶來(lái)了極大的威脅,對(duì)居民的身體、心理均會(huì)產(chǎn)生深遠(yuǎn)的影響。增強(qiáng)居民應(yīng)對(duì)突發(fā)公共衛(wèi)生事件的能力,降低突發(fā)公共衛(wèi)生事件給居民帶來(lái)傷害的程度,是各級(jí)政府的重要責(zé)任,是我國(guó)保障公眾生命健康、維護(hù)社會(huì)穩(wěn)定和創(chuàng)建和諧社會(huì)的一項(xiàng)重要內(nèi)容。 健康素養(yǎng)是個(gè)體獲取、理解、傳遞和處理基本的健康信息和服務(wù),并利用這些信息和服務(wù)作出適合的健康決策,以達(dá)到維持、改善和不斷促進(jìn)自身健康的一種綜合能力。在應(yīng)對(duì)突發(fā)公共衛(wèi)生事件的過(guò)程中,居民同樣需要對(duì)突發(fā)公共衛(wèi)生事件的相關(guān)信息進(jìn)行獲取、理解、傳遞和處理,作出應(yīng)對(duì)策略,以降低突發(fā)公共衛(wèi)生事件的傷害。因此,基于突發(fā)公共衛(wèi)生事件對(duì)居民的健康素養(yǎng)進(jìn)行研究具有較好的可行性。 本研究旨在構(gòu)建一套科學(xué)合理、全面完善、可行性強(qiáng)的居民健康素養(yǎng)評(píng)價(jià)指標(biāo)體系。在綜合國(guó)內(nèi)外健康素養(yǎng)評(píng)價(jià)研究的基礎(chǔ)上,結(jié)合突發(fā)公共衛(wèi)生事件的定義與特征,從健康素養(yǎng)的知識(shí)性、行為性、信念性和功能性四個(gè)角度對(duì)基于突發(fā)公共衛(wèi)生事件的居民健康素養(yǎng)的內(nèi)涵進(jìn)行了構(gòu)建與闡釋；通過(guò)文獻(xiàn)綜合研究、專題小組討論和兩輪Delphi專家咨詢法構(gòu)建了基于突發(fā)公共衛(wèi)生事件的居民健康素養(yǎng)的評(píng)價(jià)指標(biāo)體系,并使用模糊綜合評(píng)價(jià)法計(jì)算出各指標(biāo)的權(quán)重,為居民健康素養(yǎng)評(píng)價(jià)的實(shí)證研究提供基礎(chǔ)；根據(jù)基于突發(fā)公共衛(wèi)生事件的評(píng)價(jià)指標(biāo)體系設(shè)計(jì)居民調(diào)查問(wèn)卷,并構(gòu)建了居民健康素養(yǎng)綜合指數(shù),對(duì)居民應(yīng)對(duì)突發(fā)公共衛(wèi)生事件的能力進(jìn)行了初步評(píng)價(jià),為增強(qiáng)居民應(yīng)對(duì)突發(fā)公共衛(wèi)生事件的能力提供了切實(shí)可行的依據(jù)。構(gòu)建基于突發(fā)公共衛(wèi)生事件的居民健康素養(yǎng)的評(píng)價(jià)指標(biāo)體系,對(duì)居民應(yīng)對(duì)突發(fā)公共衛(wèi)生事件的能力進(jìn)行評(píng)價(jià),對(duì)于了解居民應(yīng)對(duì)突發(fā)公共衛(wèi)生事件的能力的現(xiàn)狀,增強(qiáng)居民應(yīng)對(duì)突發(fā)公共衛(wèi)生事件的能力具有非常重要的現(xiàn)實(shí)意義。
[Abstract]:Emergencies refer to public health events that occur suddenly or may occur and directly affect public health and social security and require urgent response, including biological, chemical, radiological and terrorist attacks, major infectious disease outbreaks, Unknown group diseases, serious poisoning events, toxic leakage events affecting public safety, radiation hazards and natural disasters affecting public health, and so on. In recent years, under the background of the globalization of economic development, the large-scale population flow and the unstandardized development of the food and drug industry, public health emergencies have occurred from time to time, which have brought a great threat to the life, health and safety of the public. It will have a profound effect on the body and psychology of the residents. It is an important responsibility of governments at all levels to enhance the ability of residents to deal with public health emergencies and to reduce the degree of injury caused by public health emergencies. It is also an important responsibility of the government at all levels to ensure the health of the public. Maintaining social stability and building a harmonious society is an important content. Health literacy is a comprehensive ability for individuals to acquire understand transmit and process basic health information and services and make appropriate health decisions to maintain improve and continuously promote their own health. In the process of dealing with public health emergencies, residents also need to obtain, understand, transmit and deal with the relevant information of public health emergencies, and make coping strategies to reduce the injury of public health emergencies. Therefore, it is feasible to study residents' health literacy based on public health emergencies. The purpose of this study is to establish a scientific, reasonable, comprehensive and feasible evaluation index system of residents' health literacy. On the basis of comprehensive research on health literacy evaluation at home and abroad, combined with the definition and characteristics of public health emergencies, from the knowledge and behavior of health literacy, This paper constructs and explains the connotation of residents' health literacy based on public health emergencies from the perspectives of belief and function. The panel discussion and two rounds of Delphi expert consultation method constructed the evaluation index system of residents' health literacy based on public health emergencies, and calculated the weight of each index by using fuzzy comprehensive evaluation method. It provides the basis for the empirical study of residents' health literacy evaluation, designs the residents' questionnaire according to the evaluation index system based on unexpected public health events, and constructs the comprehensive index of residents' health literacy. The ability of residents to deal with public health emergencies was preliminarily evaluated, which provided a practical basis for enhancing the ability of residents to respond to public health emergencies. In order to understand the current situation of residents' ability to deal with public health emergencies, the evaluation index system of residents' health literacy based on public health emergencies is constructed to evaluate the ability of residents to respond to public health emergencies. It is of great practical significance to strengthen the ability of residents to deal with public health emergencies.
