【摘要】：目的尋找影響基本藥物制度實施的因素,為保障基本藥物穩(wěn)定供應(yīng)提供探索性建議。方法對上海和云南兩地的生產(chǎn)企業(yè)、流通企業(yè)、基層醫(yī)療等相關(guān)部門進行實地訪談及問卷調(diào)查,運用因子分析和多重回歸的方法篩選兩地基本藥物供應(yīng)保障的關(guān)鍵影響因素指標(biāo),并對各因素的影響程度分布進行對比分析。結(jié)果配送、信息、招標(biāo)采購、量價需求等相關(guān)因素對基本藥物政策的實施有較大的影響作用。其中,上海地區(qū)認為存在虛假信息、對首仿藥和原研藥等創(chuàng)新型產(chǎn)品不公平等問題較為突出,云南地區(qū)認為當(dāng)?shù)匦畔l(fā)布滯后、配送不及時、品種不能滿足需求等問題較為典型。結(jié)論建議在優(yōu)化行業(yè)重組模式、拓寬準(zhǔn)入范圍的基礎(chǔ)上保證信息的及時公開、透明,從而提高配送效率、鼓勵市場充分競爭,同時增加政策的知曉率,保證基本藥物在不同地區(qū)的有效供應(yīng)。
[Abstract]:Objective to find out the factors affecting the implementation of essential drug system and to provide exploratory suggestions for ensuring the stable supply of essential drugs. Methods on-the-spot interviews and questionnaires were conducted among the production enterprises, circulation enterprises, primary medical care departments in Shanghai and Yunnan. Factor analysis and multiple regression were used to screen the key factors affecting the supply security of essential drugs in the two places, and the distribution of the influence degree of each factor was compared and analyzed. Results the related factors such as distribution, information, bidding and purchasing, demand for quantity and price had great influence on the implementation of essential drug policy. Among them, the Shanghai region believes that there is false information, and unfair to innovative products, such as the first drug imitation and the original drug research, and other issues are more prominent. Yunnan region believes that the local information release is lagging behind, and the distribution is not timely. The variety can not meet the demand and other problems are more typical. Conclusion it is suggested that the information should be open and transparent on the basis of optimizing the mode of industry restructuring and widening the scope of access, so as to improve the efficiency of distribution, encourage full competition in the market, and increase the rate of awareness of policies at the same time. Ensure the effective supply of essential drugs in different areas.
