【摘要】：目的:為保障臨床藥品供應(yīng)提供實證參考。方法:查閱文獻(xiàn)并結(jié)合安徽省集中招標(biāo)未中標(biāo)藥品情況,確定需要調(diào)查的短缺藥品品種,于2013年11月-2014年10月采用問卷調(diào)查方式調(diào)查安徽省5個地區(qū)5家三級甲等醫(yī)院短缺藥品具體情況及短缺原因。結(jié)果:共發(fā)放問卷5份,回收有效問卷5份,有效回收率為100%。調(diào)查發(fā)現(xiàn),5家三級甲等醫(yī)院共有54種短缺藥品,其中神經(jīng)循環(huán)系統(tǒng)藥物品種短缺最嚴(yán)重,所占比例為20.37%。短缺主要原因為藥品價格偏低,所占比例為48.15%,其他原因有供應(yīng)不足難以采購、患病人群少/用量低等。結(jié)論:針對藥品短缺問題,政府部門應(yīng)完善藥品定價和招標(biāo)政策,生產(chǎn)企業(yè)應(yīng)提高生產(chǎn)研發(fā)能力,經(jīng)營企業(yè)應(yīng)優(yōu)化網(wǎng)絡(luò)布局,醫(yī)療衛(wèi)生機(jī)構(gòu)應(yīng)建立權(quán)責(zé)分明的藥品管理制度,以促使藥品短缺現(xiàn)象得到緩解。
[Abstract]:Objective: to provide empirical reference for ensuring the supply of clinical drugs. Methods: referring to the literature and combining with the situation of drug not winning bid by centralized bidding in Anhui Province, the shortage of drugs needed to be investigated was determined. From November 2013 to October 2014, a questionnaire survey was conducted to investigate the specific situation and causes of shortage of drugs in 5 Grade 3A hospitals in five regions of Anhui Province. Results: a total of 5 questionnaires were sent out, 5 valid questionnaires were recovered, and the effective recovery rate was 100%. According to the survey, 54 kinds of drugs were in short supply in the five Grade 3A hospitals, of which 20.37 percent were in shortage of drugs in the neurocirculatory system. The main reason for the shortage is the low price of drugs, which accounts for 48.15% of the total. Other reasons include the shortage of supply and the difficulty of purchasing, and the low / low consumption of sick people. Conclusion: in view of the problem of drug shortage, government departments should perfect drug pricing and bidding policies, production enterprises should improve their production and R & D capacity, business enterprises should optimize the network layout, and medical and health institutions should establish clear-cut drug management systems with clear powers and responsibilities.
