【摘要】：為建立及時(shí)、合理、有效的應(yīng)急藥品供應(yīng)管理體系,應(yīng)用政策網(wǎng)絡(luò)理論分析我國現(xiàn)行應(yīng)急藥品供應(yīng)體系存在的問題,發(fā)現(xiàn)政策網(wǎng)絡(luò)理論適用于分析我國的應(yīng)急藥品管理體系。基于政策網(wǎng)絡(luò)理論視角,我國的應(yīng)急藥品供應(yīng)管理體系還需明確各級政府的責(zé)任,加強(qiáng)藥品應(yīng)急工作的資金保障和法律保障,構(gòu)建應(yīng)急藥品政策網(wǎng)絡(luò)的公共信息平臺。此外,藥品應(yīng)急工作需要在一個主體結(jié)構(gòu)關(guān)系穩(wěn)定,利益均衡和資源整合的網(wǎng)絡(luò)中良性運(yùn)行,以獲得合理高效的發(fā)展。
[Abstract]:In order to establish a timely, reasonable and effective emergency drug supply management system, the problems existing in the current emergency drug supply system in China are analyzed by using the policy network theory, and it is found that the policy network theory is suitable for the analysis of the emergency drug management system in China. Based on the theory of policy and network, the emergency drug supply management system of our country should make clear the responsibility of all levels of government, strengthen the financial and legal guarantee of drug emergency, and construct the public information platform of emergency drug policy network. In addition, the drug emergency work needs to work in a network with stable main structure, balanced interests and integrated resources, in order to achieve a reasonable and efficient development.
