【摘要】：為建立中國特色醫(yī)藥衛(wèi)生體制,中共中央、國務(wù)院向社會公布了《關(guān)于深化醫(yī)藥衛(wèi)生體制改革的意見》。把基本醫(yī)療衛(wèi)生體制作為公共產(chǎn)品向全民提供。國家基本藥物制度是深化醫(yī)藥衛(wèi)生體制改革的重點工作之一。而配送作為實施國家基本藥物制度的一個重要環(huán)節(jié),對國家基本藥物供應(yīng)保障體系起著至關(guān)重要的作用。 本文以內(nèi)蒙古地區(qū)藥品經(jīng)營企業(yè)和基層醫(yī)療衛(wèi)生機構(gòu)作為研究對象,就內(nèi)蒙古地區(qū)基本藥物配送問題進行研究,指出由于存在著基本藥物網(wǎng)上集中采購單一貨源供貨,基層基本藥物使用量少,配送成本高而配送費率固定,藥品生產(chǎn)和配送企業(yè)積極性不高,配送模式及企業(yè)規(guī)模限制、回款不及時等影響因素,內(nèi)蒙古地區(qū)基本藥物配送客觀上存在著供應(yīng)基層不及時、不足量、品種不全等問題。 針對上述問題,本文提出,要借鑒基本藥配送過程中所積累的經(jīng)驗,加強基本藥物實施的協(xié)調(diào)工作,注重政策銜接,加強行政監(jiān)管落實各方責(zé)任,完善內(nèi)蒙古地區(qū)基本藥物采購體系建設(shè),進一步規(guī)范工作模式和業(yè)務(wù)流程,確�；舅幬镔|(zhì)量安全和供應(yīng)安全,逐步建立比較完善的基本藥物供應(yīng)體系,減輕社會醫(yī)藥費用負(fù)擔(dān),為深化醫(yī)藥衛(wèi)生體制改革服務(wù)
[Abstract]:In order to establish the medical and health system with Chinese characteristics, the CPC Central Committee and the State Council announced to the society the opinions on deepening the Reform of the Medical and Health system. The basic medical and health system should be provided to the whole people as public goods. The national essential drug system is one of the key tasks in deepening the reform of the medical and health system. As an important part of the national essential drug system, distribution plays an important role in the national essential drug supply system. This paper studies the distribution of essential drugs in Inner Mongolia with drug trading enterprises and primary medical and health institutions in Inner Mongolia, and points out that there is a single source supply of essential drugs online. Such factors as low use of basic drugs at the grass-roots level, high distribution costs and fixed distribution rates, low enthusiasm of drug production and distribution enterprises, limited distribution patterns and enterprise size, and lack of timely payment back, etc. The distribution of essential drugs in Inner Mongolia has some problems, such as untimely supply, insufficient quantity, incomplete variety and so on. In view of the above problems, this paper suggests that we should draw lessons from the experience accumulated in the distribution of essential drugs, strengthen the coordination of the implementation of essential drugs, pay attention to policy convergence, strengthen administrative supervision and implement the responsibilities of all parties. To improve the construction of the procurement system for essential drugs in Inner Mongolia, to further standardize work patterns and business processes, to ensure the quality safety and supply safety of essential drugs, and to gradually establish a relatively perfect basic drug supply system. Lighten the burden of social medicine expenses and serve for deepening the reform of the medical and health system
