【摘要】：隨著新醫(yī)改的推行,我國在藥品流通體系方面進(jìn)行了一系列改革探索,但藥品層層加價(jià)仍是藥價(jià)居高不下的主要原因。為減少流通環(huán)節(jié),國務(wù)院醫(yī)改辦提出在全國范圍內(nèi)推廣并試行"兩票制"。藥品配送模式作為影響藥品流通價(jià)格體系的重要環(huán)節(jié),對"兩票制"政策的具體落實(shí)將產(chǎn)生重要影響。本文將結(jié)合"兩票制"政策,探討我國典型配送模式。以福建省和陜西省為代表,對各模式的實(shí)施主體、實(shí)施形式進(jìn)行概括,多方面分析各模式利弊所在,提出最優(yōu)的配送方案,為我國下一階段完善"兩票制"提供政策建議。
[Abstract]:With the implementation of the new medical reform, China has carried out a series of reforms and explorations in the field of drug circulation system, but the price increase is still the main reason for the high drug price. In order to reduce circulation, the State Council Medical Reform Office proposed to promote and try out the "two-vote system" nationwide. As an important link affecting the drug circulation price system, the drug distribution pattern will have an important impact on the implementation of the "two-vote system" policy. This article will combine the policy of "two-vote system", discuss the typical distribution mode of our country. Taking Fujian Province and Shaanxi Province as the representatives, this paper generalizes the main body and form of each mode, analyzes the advantages and disadvantages of each model, and puts forward the best distribution scheme, which provides policy suggestions for perfecting the "two-vote system" in the next stage of our country.
