四川省藥物濫用監(jiān)測現(xiàn)狀調(diào)查研究

【摘要】:藥物濫用在全球范圍不斷蔓延,已經(jīng)成為人類社會共同面對的社會問題。我國藥物濫用問題日益嚴(yán)重始于八十年代改革開放初期,問題伊始就引起了政府的高度重視。為加強(qiáng)藥物濫用防治,在衛(wèi)生部門主導(dǎo)下,參照英國、香港監(jiān)測模式,由北京大學(xué)藥物依賴研究所(國家藥物濫用監(jiān)測中心)牽頭,在全國范圍組織開展藥物濫用監(jiān)測。但20多年來,監(jiān)測制度運(yùn)行情況并不是十分理想,從整體情況看,我國藥物濫用監(jiān)測工作仍然還處于基礎(chǔ)建設(shè)階段,監(jiān)測工作對于藥物濫用防治的技術(shù)支撐作用還未得到有效發(fā)揮,在制度化、規(guī)范化和科學(xué)化方面同發(fā)達(dá)國家相比還存在較大差距。四川省是全國最早開展藥物濫用監(jiān)測的八個監(jiān)測點(diǎn)之一,作為全國藥物濫用監(jiān)測一個縮影,本文擬在理清目前四川省藥物濫用監(jiān)測的發(fā)展歷程基礎(chǔ)上,通過對其現(xiàn)狀作調(diào)查研究分析,反映制度運(yùn)行中存在的現(xiàn)實(shí)問題,借助公共管理學(xué)的相關(guān)理論工具,找出當(dāng)前制度存在問題的原因,為完善藥物濫用監(jiān)測制度提供政策建議。研究內(nèi)容上,本文以四川省藥物濫用監(jiān)測工作現(xiàn)狀及需求調(diào)研問卷結(jié)果作為數(shù)據(jù)支撐,將藥物濫用監(jiān)測政策執(zhí)行情況同公共政策執(zhí)行相關(guān)模型聯(lián)系起來作因素分析,并結(jié)合英、美等發(fā)達(dá)國家監(jiān)測工作開展模式作對比分析,找出監(jiān)測制度存在問題因素,提出完善藥物濫用監(jiān)測制度的政策建議;研究方法上,主要運(yùn)用公共管理、社會調(diào)查、公共政策執(zhí)行等相關(guān)理論方法,以問卷調(diào)查法為主,輔助訪談?wù){(diào)查、文獻(xiàn)研究和比較研究法,結(jié)合監(jiān)測體制改革發(fā)展方向,分析影響四川省藥物濫用監(jiān)測制度運(yùn)行的阻礙因素。調(diào)查研究得出的主要結(jié)論是:藥物濫用監(jiān)測作為一項(xiàng)技術(shù)性很強(qiáng)的工作,是一個系統(tǒng)工程,需要政府主導(dǎo),多方參與,共同努力實(shí)現(xiàn)監(jiān)測工作制度化、規(guī)范化和科學(xué)化。(1)要完善藥物濫用監(jiān)測制度設(shè)計(jì)與銜接;(2)完善藥物濫用監(jiān)測體系建設(shè),進(jìn)一步擴(kuò)大監(jiān)測范圍;(3)加大宣傳和培訓(xùn)力度,普及毒品知識,提高監(jiān)測隊(duì)伍業(yè)務(wù)素質(zhì)和水平;(4)明確藥物濫用監(jiān)測的職能和定位,加速推進(jìn)體制改革;(5)掌握科學(xué)的監(jiān)測工作方法,提高監(jiān)測報(bào)告和預(yù)測預(yù)警工作能力;(6)開展預(yù)防藥物濫用宣傳教育。在研究結(jié)論上提出了完善藥物濫用監(jiān)測制度的對策,對監(jiān)測實(shí)踐具有較強(qiáng)的指導(dǎo)意義。
[Abstract]:Drug abuse is spreading all over the world and has become a common social problem in human society. The increasingly serious problem of drug abuse in China began in the early stage of reform and opening up in 1980's. In order to strengthen drug abuse prevention and control, under the leadership of the health sector and in accordance with the UK and Hong Kong surveillance model, the National Drug abuse Monitoring Center of Peking University (the National Drug abuse Monitoring Center) led the nationwide drug abuse monitoring. However, for more than 20 years, the operation of the monitoring system has not been very satisfactory. Judging from the overall situation, the monitoring of drug abuse in our country is still in the stage of infrastructure construction. The technical support of monitoring for drug abuse prevention and treatment has not been effectively brought into play, and there is still a big gap compared with developed countries in institutionalization, standardization and scientization. Sichuan Province is one of the earliest eight drug abuse monitoring sites in China. As a microcosm of national drug abuse monitoring, this paper intends to clarify the development course of drug abuse monitoring in Sichuan Province. Through the investigation and analysis of its present situation, it reflects the practical problems existing in the operation of the system, with the help of the relevant theoretical tools of public management, finds out the causes of the existing problems in the current system, and provides policy suggestions for the perfection of the drug abuse monitoring system. In the content of the study, the present situation and demand of drug abuse monitoring in Sichuan Province are taken as data support, the implementation of drug abuse monitoring policy is linked with the relevant models of public policy implementation for factor analysis, and combined with English, In the United States and other developed countries, the mode of carrying out monitoring work is compared and analyzed to find out the existing problems in the monitoring system, and to put forward policy recommendations to improve the monitoring system of drug abuse. In terms of research methods, it mainly uses public administration and social investigation. Public policy implementation and other relevant theoretical methods, mainly questionnaire survey, auxiliary interviews, literature research and comparative research, combined with the direction of monitoring system reform, analysis of the impact of Sichuan Province drug abuse monitoring system operation obstacles. The main conclusions of the investigation and study are that drug abuse monitoring, as a highly technical work, is a systematic project that requires government leadership, participation and joint efforts to institutionalize monitoring. Standardization and scientization. (1) the design and connection of drug abuse monitoring system should be improved; (2) the construction of drug abuse monitoring system should be perfected to further expand the scope of monitoring; (3) publicity and training should be strengthened to popularize drug knowledge, Improve the operational quality and level of the monitoring team; (4) clarify the functions and positioning of drug abuse monitoring and accelerate the process of institutional reform; (5) master scientific monitoring methods, To improve the ability to monitor and forecast early warning; (6) to carry out publicity and education on drug abuse prevention. On the basis of the research conclusion, the author puts forward the countermeasures to perfect the drug abuse monitoring system, which has a strong guiding significance for the monitoring practice.
