【摘要】：為完善我國專利藥價格談判制度,本文從目標、程序及效果三方面,比較分析韓國和德國專利藥價格談判模式的共性與特點,從而為中國提供借鑒。結果發(fā)現(xiàn),韓國和德國專利藥價格談判均以提高國家醫(yī)�；鹗褂眯蕿殛P鍵目標,并通過科學的職責分工確保談判的公平與效率,但技術評估標準的選擇因國情差異而存在較大不同。建議我國加強專利藥價格談判與醫(yī)保報銷政策的銜接,建立以專利藥創(chuàng)新程度為核心的評估標準體系,同時應制定科學合理的談判程序與職責分工。
[Abstract]:In order to perfect the negotiation system of patent drug price in China, this paper compares and analyzes the commonness and characteristics of the negotiation mode of patent drug price between Korea and Germany from three aspects of goal, procedure and effect, thus providing reference for China. The results show that the key goal of the negotiations between Korea and Germany is to improve the efficiency of the use of the national health insurance fund, and to ensure the fairness and efficiency of the negotiations through a scientific division of responsibilities. However, the choice of technical evaluation criteria varies greatly with the difference of national conditions. It is suggested that our country should strengthen the connection between the price negotiation of patent drugs and the reimbursement policy of medical insurance, establish an evaluation standard system with the innovation degree of patent drugs as the core, and establish a scientific and reasonable negotiation procedure and division of duties.
