【摘要】：醫(yī)療機構制劑是市場藥品的良好補充,是防病治病的物質基礎。目的：為了充分發(fā)揮四川醫(yī)藥資源及醫(yī)療市場的優(yōu)勢,針對醫(yī)療機構制劑發(fā)展不足,在深入調查研究的基礎上,提出醫(yī)療機構制劑發(fā)展策略與措施,加快醫(yī)療機構制劑發(fā)展,提高制劑質量與水平,確保臨床療效,保障醫(yī)療的需求。方法：通過閱讀文獻資料和進行相關政策咨詢,重點開展對醫(yī)療機構及藥品監(jiān)管部門的調查與訪談,對調查信息進行深入分析,以掌握制劑的優(yōu)勢與制約發(fā)展的因素,運用經濟學原理及管理學POWER-SWOT方法分析,篩選制劑發(fā)展的運行策略,為四川醫(yī)療機構制劑的持續(xù)發(fā)展提供科學依據。結果：通過調查研究、數據分析、咨詢與訪談的綜合研判,四川醫(yī)療機構制劑發(fā)展中需要亟待解決的問題：制劑數量呈下降趨勢；中藥與化藥制劑發(fā)展不平衡；常規(guī)劑型多,創(chuàng)新新劑型少；低水平重復配制品種多,自主獨家配制品種利用率�。褐苿┑谋O(jiān)管不力等問題,成為制約四川醫(yī)療機構制劑發(fā)展的主要因素。結論：依據調研結果分析和目前四川醫(yī)療機構制劑發(fā)展內、外部環(huán)境宏觀因素的優(yōu)勢和不足,運用POWER-SWOT方法分析的結果表明,影響因素中優(yōu)勢與機會的組合分數最高。根據SWOT分析法的原則,四川省醫(yī)療機構制劑應采取發(fā)揮優(yōu)勢和利用機遇的SO發(fā)展戰(zhàn)略。SO戰(zhàn)略是積極進取的發(fā)展戰(zhàn)略,醫(yī)療機構制劑應當充分發(fā)揮具有的優(yōu)勢,抓住外部環(huán)境帶來的機遇,創(chuàng)造蓬勃發(fā)展的新局面,就應該實施以下運行策略：充分發(fā)揮四川中醫(yī)藥優(yōu)勢,促進制劑的創(chuàng)新與發(fā)展；調整醫(yī)療機構制劑品種、劑型結構,以滿足醫(yī)療需求；采取科學的管理措施,規(guī)范配制行為,促進發(fā)展；構建制劑發(fā)展區(qū)域制劑中心,提升四川制劑的能力與水平；強化醫(yī)療機構制劑監(jiān)督管理,確保制劑持續(xù)、健康發(fā)展。
[Abstract]:In order to give full play to the advantages of Sichuan ' s medical resources and medical market , the author puts forward the strategies and measures for the development of medical institutions , and puts forward the strategies and measures for the development of medical institutions .

Based on the analysis of the results of the investigation and the current situation of the development of Sichuan medical institutions and the macro - factors of external environment , the results show that the combination of advantages and opportunities in Sichuan medical institutions is the highest . According to the principle of SWOT analysis method , the formulation of medical institutions should give full play to the advantages and opportunities .
