【摘要】：目的:正確理解第67屆世界衛(wèi)生大會(huì)我國(guó)提案"獲取基本藥物"決議內(nèi)容,為我國(guó)制定相關(guān)政策和推進(jìn)工作提供借鑒和參考。方法:描述性介紹"獲取基本藥物"決議的提出背景、通過過程和決議內(nèi)容,并分析其可能產(chǎn)生的影響與作用。結(jié)果:"獲取基本藥物"決議共包括"敦促各會(huì)員國(guó)"和"要求總干事"兩部分,共20個(gè)條目。"敦促各會(huì)員國(guó)"涵蓋了國(guó)家藥物政策、基本藥物遴選、基本藥物相關(guān)衛(wèi)生系統(tǒng)研究、國(guó)際交流與合作、兒童基本藥物可及、基本藥物相關(guān)教育培訓(xùn)及大眾認(rèn)知、障礙識(shí)別及戰(zhàn)略制定、基本藥物管理系統(tǒng)和監(jiān)測(cè)機(jī)制及靈活利用現(xiàn)有政策等11個(gè)條目。"要求總干事"共9條,提出了WHO為實(shí)現(xiàn)"敦促各會(huì)員國(guó)"11條所需提供的支持及決議后效評(píng)價(jià)。結(jié)論:我國(guó)的提案"獲取基本藥物"對(duì)維護(hù)人類健康、特別是發(fā)展中國(guó)家人民健康,保障各國(guó)人民基本用藥權(quán)益和促進(jìn)合理用藥具有重要意義。該決議獲世界衛(wèi)生大會(huì)通過,提升了我國(guó)在促進(jìn)基本人群基本醫(yī)療服務(wù)的國(guó)際話語權(quán)。
[Abstract]:Objective: to understand correctly the resolution of "access to essential drugs" proposed by the 67th World Health Assembly in order to provide reference for China to make relevant policies and promote its work. Methods: the background, process and content of the "access to essential drugs" resolution were introduced, and the possible effects and effects of the resolution were analyzed. Results: the "access to essential drugs" resolution consists of 20 entries, comprising "urging member States" and "requesting the Director-General." Urging member States to "cover national drug policies, essential drug selection, research on essential drug-related health systems, international exchange and cooperation, access to essential drugs for children, education and training in essential drugs and public awareness," "there are 11 entries for obstacle identification and strategy development, essential drug management systems and monitoring mechanisms, and flexible use of existing policies." The Director General has been requested to provide support for the implementation of Article 11 of the WHO to "urge all member States" and to evaluate the after-effects of the resolution. Conclusion: the proposal of "obtaining essential drugs" proposed by our country is of great significance to the maintenance of human health, especially to the health of people in developing countries, to the protection of the rights and interests of basic drug use in all countries and to the promotion of rational use of drugs. The resolution, adopted by the World Health Assembly, enhances China's international voice in promoting basic health care for the basic population.
