【摘要】：目的:研究麻醉藥品和精神藥品(以下簡稱麻精藥品)國際管制的歷程及現(xiàn)狀,為我國麻精藥品管制提供參考。方法:通過檢索收集國內(nèi)外數(shù)據(jù)庫、新聞報道、國際網(wǎng)站中有關(guān)麻精藥品的文獻、報道與政策等,對國際組織麻精藥品管制歷程及現(xiàn)狀進行整理研究。結(jié)果與結(jié)論:麻醉藥品的國際管制始于19世紀對華鴉片貿(mào)易,經(jīng)上海會議、海牙會議后初步建立了麻醉藥品的國際管制體制,一戰(zhàn)結(jié)束和國際聯(lián)盟的成立、多項國際條約的簽訂促進了國際管制體系的發(fā)展。經(jīng)過二戰(zhàn)、聯(lián)合國成立與國際管制組織的變遷,多項國際條約于20世紀60年代初整合為《麻醉藥品單一公約》,成為各國麻醉藥品管制制度的基礎(chǔ);20世紀70年代,《精神藥品公約》通過,表明精神藥品正式納入國際管制范疇;20世紀80年代,《聯(lián)合國禁止非法販運麻醉藥品和精神藥品公約》的簽訂標志著國際麻精藥品管制三大公約體系正式建成。目前的國際麻精藥品管制以三大公約為管制依據(jù),實行列表管制,由麻醉藥品委員會、國際麻醉藥品管制局、聯(lián)合國國際禁毒計劃署合作管制;絕大多數(shù)國家都是三大公約締約國,國際組織的管制機構(gòu)與列表管制方式對各國麻精藥品管制均有影響。
[Abstract]:Objective: to study the course and present situation of international control of narcotic drugs and psychotropic drugs, and to provide reference for the control of narcotic drugs in China. Methods: through searching and collecting the literature, reports and policies of domestic and foreign databases, news reports and international websites, the course and current situation of international organizations' drug control of leprosy were studied. Results & conclusion: the international control of narcotic drugs began with the opium trade with China in the 19th century. After the Shanghai Conference and the Hague Conference, the international control system of narcotic drugs was initially established, the end of World War I and the establishment of the League of Nations. The signing of many international treaties has promoted the development of international control system. After World War II, the United Nations was founded and international regulatory organizations changed. A number of international treaties were consolidated into the single Convention on Narcotic drugs in the early 1960s and became the basis of national drug control systems. In the 1970s, the Convention on psychotropic substances was adopted, The conclusion of the United Nations Convention against illicit Traffic in Narcotic drugs and psychotropic substances marked the completion of the three international conventions on the control of narcotic drugs and psychotropic substances. The current international control of narcotic drugs is based on the three conventions and is subject to tabular control, which is controlled jointly by the Commission on Narcotic drugs, the International Narcotics Control Board and the United Nations International Drug Control Programme; The vast majority of countries are parties to the three conventions, and the regulatory agencies and tabular control methods of international organizations have an impact on the control of narcotic drugs.
