【摘要】：目的:了解湖北省基層食品藥品監(jiān)督管理系統(tǒng)的人力資源結(jié)構(gòu)現(xiàn)狀,為優(yōu)化及合理配置食品藥品監(jiān)督管理人力資源提供參考。方法:使用Excel軟件,統(tǒng)計(jì)湖北省縣級(jí)食品藥品監(jiān)督管理系統(tǒng)機(jī)構(gòu)改革人員劃轉(zhuǎn)后的崗位配置、性別、年齡、學(xué)歷、專業(yè)、職稱、人員編制等情況并進(jìn)行分析。結(jié)果與結(jié)論:該省食品藥品監(jiān)督管理機(jī)構(gòu)劃轉(zhuǎn)人員的到位率為85.7%,其中男女性別比為1∶0.42;平均年齡為41.8歲;學(xué)歷分布縣級(jí)食品藥品監(jiān)督管理局以本科為主(占35%),所屬稽查分局及鄉(xiāng)鎮(zhèn)食藥所以中專(高中)及以下為主(分別占63%和55%);專業(yè)構(gòu)成多元化、專業(yè)性不強(qiáng),藥學(xué)、醫(yī)學(xué)、法律、化學(xué)等相關(guān)專業(yè)分別占29.67%、11.13%、12.88%、1.95%;中級(jí)職稱者占26%,初級(jí)職稱者占19%;人員編制身份存在行政公務(wù)員編制、參公管理事業(yè)編制、事業(yè)編制、機(jī)關(guān)工勤編制和事業(yè)工勤編制。這種配置基本保證了基層食品藥品監(jiān)管工作的開展,但食品藥品監(jiān)督管理隊(duì)伍結(jié)構(gòu)不合理、鄉(xiāng)鎮(zhèn)食品藥品監(jiān)管所機(jī)構(gòu)性質(zhì)未確定、人員編制身份不統(tǒng)一、工作人員執(zhí)法水平參差不齊等是制約食品藥品監(jiān)管工作科學(xué)發(fā)展的瓶頸。應(yīng)合理配置食品藥品監(jiān)管體系人力資源,制訂科學(xué)的人才發(fā)展規(guī)劃,并建立人力資源建設(shè)與發(fā)展的長(zhǎng)效機(jī)制。
[Abstract]:Objective: to understand the present situation of human resource structure of food and drug supervision and management system in Hubei province, and to provide reference for optimizing and allocating food and drug supervision and administration human resources. Methods: Excel software was used to analyze the post allocation, sex, age, education, specialty, professional title and staffing of the personnel in the reform of food and drug administration system at county level in Hubei province. Results & conclusion: the arrival rate of the transferred personnel of the Food and Drug Administration in this province was 85.7. the sex ratio of male and female was 1: 0.42, and the average age was 41.8 years old. Educational background Distribution the County Food and Drug Administration is dominated by undergraduate students (35%), the inspection branch of the county level and the township food and medicine administration, so the technical secondary school (high school) and the following (63% and 55% respectively) are mainly; the professional composition is diversified, professional is not strong, pharmacy, medicine, law, Chemistry and other related specialties account for 29.670.11.13 and 12.881.95; intermediate titles account for 26 and junior titles for 1919; staffing status exists in the administrative civil servant establishment, participation in public administration and management work, in the organization of organ work and service, and in the establishment of work and service in institutions. This arrangement basically ensures the development of food and drug supervision at the grass-roots level, but the structure of the food and drug supervision and administration team is unreasonable, the nature of the agencies of the township food and drug regulatory offices is not determined, and the personnel establishment status is not uniform. The uneven level of staff law enforcement is the bottleneck restricting the scientific development of food and drug supervision. Human resources of food and drug supervision system should be allocated rationally, scientific talent development plan should be worked out, and the long-term mechanism of human resource construction and development should be established.
