【摘要】：目的深入分析我國(guó)第二類疫苗經(jīng)營(yíng)和使用監(jiān)管的現(xiàn)狀及存在的問(wèn)題,為加強(qiáng)第二類疫苗監(jiān)管提供建議。方法采用文獻(xiàn)研究的方法,全面回顧山東非法疫苗案的整個(gè)過(guò)程及調(diào)查結(jié)果。結(jié)果與結(jié)論我國(guó)疫苗監(jiān)管體系總體上是安全可信的,但是第二類疫苗購(gòu)銷(xiāo)渠道復(fù)雜、監(jiān)管任務(wù)艱巨、監(jiān)管力量缺乏,加之監(jiān)管責(zé)任不落實(shí)和個(gè)別監(jiān)管官員不履職等原因,導(dǎo)致第二類疫苗經(jīng)營(yíng)秩序的混亂。可采取簡(jiǎn)化疫苗購(gòu)銷(xiāo)渠道的方法加強(qiáng)部門(mén)間的溝通合作;加強(qiáng)基層藥監(jiān)隊(duì)伍建設(shè),落實(shí)疫苗監(jiān)管責(zé)任、督促官員履職;加大對(duì)違法行為的處罰力度;加強(qiáng)誠(chéng)信建設(shè)與監(jiān)管,正確發(fā)揮新聞媒體的輿論監(jiān)督與指導(dǎo)作用等措施,有效解決上述問(wèn)題,確保公眾健康,恢復(fù)公眾對(duì)中國(guó)疫苗監(jiān)管體系的信任。
[Abstract]:Objective to analyze the current situation and existing problems of the management and use of the second type vaccine in China, and to provide suggestions for strengthening the supervision of the second type vaccine. Methods the whole process and investigation results of Shandong illegal vaccine case were reviewed by literature research. Results & conclusion the vaccine regulatory system in China is generally safe and credible, but the second type vaccine purchase and marketing channels are complicated, the supervision task is arduous, the supervision force is lacking, and the supervision responsibility is not implemented and individual supervising officials do not perform their duties. Leading to chaos in the order of the second type vaccine operation. We can take the method of simplifying the channels of purchasing and selling vaccines to strengthen inter-departmental communication and cooperation; strengthen the construction of grass-roots drug supervision teams, implement the responsibility of vaccine supervision, urge officials to carry out their duties; increase the punishment for illegal activities; and strengthen the construction and supervision of good faith. In order to solve the above problems effectively, to ensure public health and restore public trust in China's vaccine regulatory system, we should give full play to the role of public opinion supervision and guidance of the news media.
