【摘要】：藥品安全是總體國(guó)家安全觀和健康中國(guó)建設(shè)的重要內(nèi)容。新形勢(shì)下,以"發(fā)證—檢查—處罰"為特征的線(xiàn)性監(jiān)管模式已不適應(yīng)要求,必須平衡監(jiān)管和產(chǎn)業(yè),從國(guó)家治理現(xiàn)代化高度統(tǒng)籌藥品安全工作。將藥品監(jiān)管納入基本公共安全服務(wù)范疇,推動(dòng)醫(yī)藥產(chǎn)業(yè)供給側(cè)結(jié)構(gòu)性改革,強(qiáng)化藥品安全風(fēng)險(xiǎn)治理。尤其是在"十三五"國(guó)家藥品安全規(guī)劃實(shí)施過(guò)程中,要把握好整體和長(zhǎng)遠(yuǎn)兩個(gè)維度,全面提升藥品安全現(xiàn)代化治理能力。
[Abstract]:Drug safety is an important part of the overall national safety concept and the construction of healthy China. Under the new situation, the linear supervision mode characterized by "license issuing, inspection and punishment" has not been able to meet the requirements. It is necessary to balance supervision and industry and coordinate drug safety work from the modernization of national governance. Drug supervision should be brought into the category of basic public safety service, promote supply-side structural reform of pharmaceutical industry, and strengthen drug safety risk management. Especially in the process of implementing the national drug safety plan of the 13th Five-Year Plan, it is necessary to grasp the whole and long term dimensions and to improve the ability of modern drug safety management in an all-round way.
