【摘要】：目的通過分析歐盟及其成員國的罕用藥相關政策,為我國罕用藥及罕見病相關制度政策的制定提供參考。方法采用文獻研究法對歐盟及其成員國法國、意大利、荷蘭、英國的罕用藥相關政策進行檢索,并比較分析四國相關政策與制度的異同點。結果除歐盟統(tǒng)一的罕用藥政策外,法國、意大利、荷蘭以及英國均制定了相應的罕用藥制度,設立罕見病治療指導中心,有針對罕用藥研發(fā)與價格制定的政策與措施,對于罕見病的治療有相應的醫(yī)療保障制度,相應的政策制度較為完善。結論我國可借鑒其經(jīng)驗盡快制定罕見病的相關定義,建立罕見病中心,出臺相應的研發(fā)激勵與價格制定政策,并完善罕用藥的報銷與罕見病的醫(yī)療保障。
[Abstract]:Objective to provide a reference for the establishment of rare drug use and rare diseases in China by analyzing the relative policies of EU and its member states.Methods the relative policies of the EU and its member states, France, Italy, the Netherlands and the United Kingdom, were searched by literature research, and the similarities and differences between the four countries were compared and analyzed.Results in addition to the EU's unified policy on rare drug use, France, Italy, the Netherlands and the United Kingdom have all formulated corresponding rare drug use systems, setting up guidance centres for the treatment of rare diseases, with policies and measures aimed at the research and development and price of rare drugs.For the treatment of rare diseases, there is a corresponding medical security system, the corresponding policy system is relatively perfect.Conclusion our country can draw lessons from its experience to draw up the definition of rare disease, establish the center of rare disease, formulate the policy of R & D incentive and price, and perfect the reimbursement of rare medicine and the medical security of rare disease.
