【摘要】：本文通過對上海市藥品帶量采購相關(guān)文件資料進(jìn)行分析,結(jié)合實地調(diào)研和訪談,從藥品集中采購基本情況、帶量采購試點藥品范圍和品種、企業(yè)資質(zhì)認(rèn)定、中標(biāo)企業(yè)確定、藥品配送和藥款結(jié)算六個方面對上海市藥品帶量采購做法進(jìn)行梳理總結(jié),分析認(rèn)為上海市真正實現(xiàn)了藥品帶量采購,通過建立科學(xué)的質(zhì)量綜合評價指標(biāo)、設(shè)立藥品采購專用賬戶、預(yù)付藥品采購貨款、加強(qiáng)平臺服務(wù)和監(jiān)管能力,有效保障帶量采購機(jī)制運(yùn)行。由此得出以下啟示與建議:事權(quán)統(tǒng)一的職能部門是實現(xiàn)藥品帶量采購的重要保障,技術(shù)手段和平臺建設(shè)是實現(xiàn)藥品帶量采購的基礎(chǔ)條件,經(jīng)濟(jì)技術(shù)標(biāo)的設(shè)置應(yīng)當(dāng)關(guān)注通用名藥品個體屬性,推進(jìn)三醫(yī)聯(lián)動將有助于進(jìn)一步擴(kuò)大帶量采購藥品的范圍。
[Abstract]:Based on the analysis of the relevant documents of drug belt procurement in Shanghai, combined with field investigation and interviews, this paper analyzes the basic situation of centralized drug procurement, the scope and variety of drugs in the sample, the qualification of enterprises, and the successful bidding enterprises. From the six aspects of drug distribution and drug payment settlement, this paper summarizes the purchasing practice of drug belt volume in Shanghai, analyzes and concludes that Shanghai has really realized the purchase of drug belt quantity, and through establishing scientific comprehensive evaluation index of quality, To establish a special account for drug procurement, to advance the purchase price of drugs, and to strengthen the capacity of platform services and supervision, From this, we can draw the following conclusions and suggestions: the unified functional department is an important guarantee to realize the purchase of drug belt quantity, and the construction of technology means and platform is the basic condition to realize the purchase of drug belt quantity. The setting of economic and technical targets should pay attention to the individual attributes of generic drugs, and the promotion of the three medical linkage will be helpful to further expand the scope of drug purchases.
