【摘要】：目的:評價我國新一輪基本藥物招標(biāo)采購政策,為保障我國基本藥物供應(yīng)穩(wěn)定和完善國家基本藥物制度提供參考。方法:在理論分析的基礎(chǔ)上設(shè)計問卷,選取上海和云南為樣本地區(qū),對兩地藥品生產(chǎn)企業(yè)、流通企業(yè)和基層醫(yī)療衛(wèi)生機(jī)構(gòu)等相關(guān)人員開展調(diào)查,了解其在基本藥物供應(yīng)體系中遇到的困難以及當(dāng)?shù)厮幤氛袠?biāo)采購雙方對生產(chǎn)企業(yè)投標(biāo)情況的具體評價,從中得出我國基本藥物采購政策實(shí)施中各影響因素的類別分布,運(yùn)用因子分析法篩選關(guān)鍵影響因素。結(jié)果與結(jié)論:共發(fā)現(xiàn)4個公共因子對我國基本藥物采購政策的實(shí)施有較大的影響,其影響程度由大到小依次為招標(biāo)采購方案的合理性、藥品生產(chǎn)的規(guī)范性、藥品使用需求的穩(wěn)定性和宏觀政策的調(diào)控與保障。建議相關(guān)部門進(jìn)一步完善藥品招采制度,遴選出質(zhì)量保證、生產(chǎn)規(guī)范、充分滿足市場多樣化需求的品種,同時為生產(chǎn)企業(yè)提供相對穩(wěn)定的使用量信息,必要時可通過政策強(qiáng)制推行上海模式的"帶量采購",以此保證藥品供應(yīng)鏈中各方的利益訴求得到公平對待。
[Abstract]:Objective: to evaluate a new round of bidding and purchasing policies for essential drugs in China, and to provide a reference for ensuring the stability of the supply of essential drugs and improving the national essential drug system. Methods: a questionnaire was designed on the basis of theoretical analysis. Shanghai and Yunnan are selected as sample areas to investigate the relevant personnel of drug manufacturing enterprises, circulation enterprises and primary medical and health institutions in the two places. To understand the difficulties encountered in the supply system of essential drugs and the concrete evaluation of the bidding situation of the manufacturing enterprises by the local drug bidding and purchasing parties, and to obtain the distribution of the categories of factors affecting the implementation of the basic drug procurement policy in China, Results and conclusion: it is found that four public factors have great influence on the implementation of the procurement policy of essential drugs in China, and the degree of influence from big to small is the rationality of the bidding procurement scheme. The standardization of drug production, the stability of drug use demand and the regulation and guarantee of macro policies. It is suggested that the relevant departments should further improve the drug recruitment system, select quality assurance, standardize production, and fully meet the diversified needs of the market. At the same time, it can provide relatively stable usage information for manufacturing enterprises and enforce the "belt purchase" of Shanghai model through policies when necessary, so as to ensure that the interests of all parties in the pharmaceutical supply chain are treated fairly.
