【摘要】：目的:分析低價藥品政策可能產(chǎn)生的影響及實施過程中存在的問題。方法:檢索國家食品藥品監(jiān)督管理總局等相關(guān)網(wǎng)站,收集低價藥品清單中相關(guān)藥品說明書;計算全國各省2009年1月—2014年8月不同企業(yè)品種中標(biāo)價格對應(yīng)的最高日均藥品費用、最低日均藥品費用等指標(biāo)。結(jié)果:(1)低價藥品清單中包含533種通用名藥品,和基本藥物品種的重合率為51.59%;97.56%的低價藥品種納入國家醫(yī)保目錄。(2)不同企業(yè)生產(chǎn)的同種藥品中標(biāo)價格對應(yīng)的最高日均藥品費用和最低日均藥品費用的差值為0.01元~30.96元;89.1%的西藥品種劑型低于限價標(biāo)準(zhǔn)。(3)不同低價藥品生產(chǎn)企業(yè)中標(biāo)價的日均藥品費用差為0.01元~19.35元;92.13%的中成藥品種低于限價標(biāo)準(zhǔn)。討論:低價藥品清單納入品種缺乏嚴(yán)謹(jǐn)論證;低價藥品定價的合理性和效果尚需驗證;低價藥品價格管理政策與其他政策的銜接仍需明確。
[Abstract]:Objective: to analyze the possible influence of the low price drug policy and the problems existing in the implementation process. Methods: to search the relevant websites of the State Administration of Food and Drug Administration and other related websites and collect the relevant drug instructions in the list of low price drugs; From January 2009 to August 2014, the highest daily average drug cost and the lowest daily average drug cost corresponding to the winning prices of different enterprises were calculated. Results the list of low-priced drugs contains 533 generic medicines. The difference between the highest daily average drug cost and the lowest daily average drug cost corresponding to the bid price of the same drug produced by different enterprises is 0.01 yuan and 30.96 yuan respectively, and the coincident rate with the essential drug variety is 51.59% and 97.56%, which is included in the national medical insurance catalogue. (2) the difference between the highest daily average drug cost and the lowest daily average drug cost of the same drug produced by different enterprises is 0.01 yuan. 89. 1% of the western medicine varieties were lower than the price limit standard. 3) the average daily drug cost difference of different low price drug manufacturers was 0.01 yuan or 19.35 yuan or 92. 13% of the Chinese patent medicine varieties below the price limit standard. Discussion: the list of low price drugs included in the variety lack of rigorous demonstration; The rationality and effect of low price drug pricing still need to be verified, and the connection between low price drug price management policy and other policies should be clarified.
