【摘要】：背景:2015年,我國建立了社會組織參與艾滋病防治基金,基金的成立在支持、動員和引導(dǎo)社會組織科學(xué)、有序、規(guī)范地參與艾滋病防治工作方面發(fā)揮了重要的作用。為了有效地評價基金項(xiàng)目工作績效,提高社會組織工作質(zhì)量,科學(xué)地篩選和建立基金項(xiàng)目工作績效指標(biāo)體系是完善基金項(xiàng)目管理的重要內(nèi)容之一。目的:篩選并建立社會組織參與艾滋病防治基金項(xiàng)目工作績效指標(biāo)體系,為科學(xué)評價基金項(xiàng)目的工作績效提供依據(jù)。方法:采用查閱資料、與基金管理者進(jìn)行專家座談,初步形成基金項(xiàng)目工作績效的指標(biāo)體系;通過德爾菲法對初步形成的基金項(xiàng)目工作績效指標(biāo)體系進(jìn)一步篩選和評價;選取艾滋病流行程度不同的四川省、北京市、山東省執(zhí)行基金項(xiàng)目社會組織進(jìn)行現(xiàn)場調(diào)查,對通過德爾菲法形成的指標(biāo)體系進(jìn)行參與式適用性評價。研究結(jié)果:(1)初步形成了包含32個指標(biāo)在內(nèi)的基金項(xiàng)目工作績效指標(biāo)體系,其中反映執(zhí)行能力和過程的通用指標(biāo)為19個,反映高危人群干預(yù)的效果指標(biāo)5個,反映感染者關(guān)懷的指標(biāo)8個。(2)德爾菲法評價結(jié)果:2輪專家積極性系數(shù)均為100%,專家權(quán)威程度(Cr)均0. 70。通過2輪專家德爾菲法篩選,形成了包含25個指標(biāo)的新的指標(biāo)體系,其中反映執(zhí)行能力和過程的通用指標(biāo)為12個,減少7個;反映高危人群干預(yù)效果指標(biāo)5個,調(diào)整增加“新發(fā)現(xiàn)陽性人數(shù)”,反映感染者關(guān)懷的指標(biāo)8個,調(diào)整增加“接受抗病毒治療的PLWH當(dāng)年治療成功比例”。(3)執(zhí)行基金項(xiàng)目NGOs評價結(jié)果:執(zhí)行基金項(xiàng)目社會組織對是否同意德爾菲法所篩選指標(biāo)進(jìn)行評價,同意比例較高的指標(biāo)集中于執(zhí)行過程和執(zhí)行結(jié)果,具體包括:“上報(bào)材料/數(shù)據(jù)/痕跡資料真實(shí)性情況(96.10%) ” “初篩陽性者接受確證檢測的比例(83.90%) ” “接受隨訪管理和關(guān)懷救助的感染者比例(91.90%) ”等。(4)綜合德爾菲法和執(zhí)行基金項(xiàng)目NGOs評價結(jié)果,形成了包括3個一級指標(biāo)(執(zhí)行能力、執(zhí)行過程、執(zhí)行結(jié)果),5個二級指標(biāo)(人員基礎(chǔ)、工作管理、工作質(zhì)量、產(chǎn)出與結(jié)果(高危人群)、產(chǎn)出與結(jié)果(感染者)),17個三級指標(biāo)的指標(biāo)體系，見表1。表1 基金項(xiàng)目工作績效指標(biāo)結(jié)論：研究確定可包括3個一級指標(biāo)，5個二級指標(biāo)，17個三級指標(biāo)的指標(biāo)體系。該指標(biāo)體系不僅在理論上能夠反映目前社會組織參與艾滋病防治基金項(xiàng)目工作情況，并且在世紀(jì)運(yùn)用中將會具有很好的可接收性和適用性。建議：一、本調(diào)查未對指標(biāo)定義及數(shù)據(jù)收集工具進(jìn)行深入評價，建議基金管理部門在采樣本指標(biāo)體系是，應(yīng)精益辦對指標(biāo)定義及數(shù)據(jù)集工具進(jìn)行評價，提高指標(biāo)收集的標(biāo)準(zhǔn)化及數(shù)據(jù)質(zhì)量；二、本研究未對指標(biāo)權(quán)重進(jìn)行研究，建議在使用指標(biāo)體系時合理給予權(quán)重，對專家和執(zhí)行基金項(xiàng)目社會組織均認(rèn)為非常重要的指標(biāo)加大權(quán)重；三、指標(biāo)數(shù)據(jù)可獲得性和質(zhì)量影響了指標(biāo)使用，建議保留現(xiàn)場痕跡資料，，以便上級機(jī)構(gòu)對數(shù)據(jù)進(jìn)行核查，同事加強(qiáng)對基金各級管理人員及基金項(xiàng)目社會組織的培訓(xùn)。
[Abstract]:Background: In 2015, our country has set up a social organization to participate in the AIDS prevention and control fund. The establishment of the fund has played an important role in supporting, mobilizing and guiding the scientific, orderly and standardized participation of the social organization in the prevention and control of AIDS. in ord to effectively evaluate that work performance of the fund project, improve the work quality of the social organization, the scientific selection and establishment of the project performance indicator system of the fund project is one of the important content of the improvement of the fund project management. Objective: To screen and establish the index system of the social organization's participation in the project of AIDS prevention and control project, and to provide the basis for the work performance of the scientific evaluation fund project. Methods: The index system of the work performance of the project was preliminarily formed by using the consulting data and the expert discussion with the fund manager, and further screening and evaluating the work performance index system of the project by the Delphi method, and selecting the Sichuan province with different prevalence of AIDS. In Beijing and Shandong Province, the project social organization of Shandong Province carried out on-site investigation, and the index system formed by Delphi method was used to evaluate the applicability.
