【摘要】：隨著我國畜牧業(yè)的迅速發(fā)展,動(dòng)物及其產(chǎn)品的流通愈來愈頻繁,動(dòng)物產(chǎn)地檢疫的重要作用也越來越凸顯。產(chǎn)地檢疫是整個(gè)動(dòng)物檢疫的第一個(gè)環(huán)節(jié),是從源頭上控制疫病,保障公共衛(wèi)生安全和促進(jìn)畜牧業(yè)健康發(fā)展的基礎(chǔ),直接影響到動(dòng)物疫病的預(yù)防與控制、動(dòng)物性食品質(zhì)量安全和畜牧業(yè)的健康發(fā)展。在我國現(xiàn)在的養(yǎng)殖模式下,基層主要以散養(yǎng)戶居多,產(chǎn)地檢疫工作量大且任務(wù)繁重。隨著近幾年動(dòng)物疫情的爆發(fā),產(chǎn)地檢疫也越來越得到重視。但是由于種種原因基層在實(shí)際運(yùn)行中有許多地方做的不到位,疫病控制仍存在隱患。為了提高我省動(dòng)物產(chǎn)地檢疫執(zhí)法水平,盡早的發(fā)現(xiàn)疫情,并在最短的時(shí)間內(nèi)將其撲滅,阻止疫情的擴(kuò)散與傳播,減輕由于疫情爆發(fā)給畜牧業(yè)帶來的影響,保護(hù)人民身體健康。筆者于2013年7月至2014年8月對(duì)河南省18個(gè)地市的動(dòng)物衛(wèi)生監(jiān)督所及養(yǎng)殖場進(jìn)行抽樣調(diào)查研究。結(jié)合我省動(dòng)物產(chǎn)地檢疫監(jiān)督執(zhí)法的現(xiàn)狀,發(fā)現(xiàn)其存在檢疫設(shè)施簡陋、執(zhí)法人員素質(zhì)偏低、執(zhí)法力量薄弱、檢疫操作不規(guī)范、動(dòng)物出欄前標(biāo)識(shí)佩戴率低、養(yǎng)殖場(戶)報(bào)檢意識(shí)差和動(dòng)物產(chǎn)地檢疫信息化網(wǎng)絡(luò)系統(tǒng)不完善等方面的問題,這些不僅制約著我省產(chǎn)地檢疫執(zhí)法水平的提高,甚至?xí)绊懳沂∧酥寥珖囊卟》揽睾蛣?dòng)物性食品質(zhì)量安全。通過分析存在以上問題的原因,借鑒國內(nèi)外的成功經(jīng)驗(yàn),在完善動(dòng)物產(chǎn)地檢疫監(jiān)督法律法規(guī)、增加投入、提高執(zhí)法人員素質(zhì)、完善產(chǎn)地檢疫監(jiān)督執(zhí)法、加強(qiáng)宣傳,提高社會(huì)認(rèn)知、取消檢疫收費(fèi)和進(jìn)一步完善動(dòng)物產(chǎn)地檢疫信息化網(wǎng)絡(luò)系統(tǒng)等方面提出對(duì)策建議,以期達(dá)到提高產(chǎn)地檢疫執(zhí)法水平,強(qiáng)化監(jiān)督工作就位的目的。動(dòng)物產(chǎn)地檢疫執(zhí)法工作開展的好壞直接決定了我國畜牧業(yè)是否能健康穩(wěn)定的發(fā)展,決定了能否保障動(dòng)物性食品質(zhì)量安全。因此,強(qiáng)化動(dòng)物產(chǎn)地檢疫有效規(guī)范的開展顯得十分緊迫而重要。
[Abstract]:With the rapid development of animal husbandry in China, the circulation of animal and its products is becoming more and more frequent, and the important role of animal quarantine is becoming more and more prominent. The quarantine of the place of origin is the first link of the whole animal quarantine, which is the basis for controlling the disease from the source, ensuring the safety of public health and promoting the healthy development of the animal husbandry, and directly affects the prevention and control of the animal's disease, the quality of animal food and the healthy development of the animal husbandry. In the current culture mode of our country, the grass-roots mainly take the bulk of the household, the place of production and quarantine is large and the task is heavy. With the outbreak of animal epidemic in recent years, the quarantine of the place of origin has been paid more and more attention. But for various reasons, the base course has many places to do in the actual operation, the disease control still has hidden trouble. In order to improve the level of the quarantine of animal origin in our province, we can find out the epidemic as soon as possible, put it out in the shortest time, prevent the spread and spread of the epidemic, and reduce the influence caused by the outbreak of the epidemic to the animal husbandry, and protect the health of the people. The author carried out a sample survey on the animal health supervision and the farm in the 18 cities of Henan from July 2013 to August 2014. Combined with the current situation of the quarantine supervision and law enforcement of the animal origin in our province, it is found that the quarantine facilities are poor, the quality of the law enforcement personnel is low, the law enforcement power is weak, the quarantine operation is not standardized, and the wearing rate is low before the animal is out of the column. The problems of the poor detection consciousness of the farm (household) and the incomplete information network system of the animal origin quarantine are not only restricted to the improvement of the level of the quarantine law enforcement in our province, and can even affect the epidemic prevention and control of the province and even the whole country and the safety of animal food quality. Through the analysis of the causes of the above problems, reference is made to the successful experience at home and abroad, in order to improve the quality of law enforcement personnel, improve the quality of law enforcement personnel, improve the quality of law enforcement personnel, improve the quality of the law enforcement personnel, improve the law enforcement of the quarantine and supervision of the place of origin, strengthen the propaganda and improve the social cognition, To eliminate the quarantine fee and further improve the information network system of animal origin quarantine, the paper puts forward some countermeasures, in order to achieve the goal of improving the law enforcement level of the place of production and strengthening the position of the supervision. Therefore, it is very urgent and important to strengthen the effective regulation of animal origin quarantine.
