【摘要】：本文以雙牌縣及縣級以下獸醫(yī)管理體系為研究目標(biāo)進(jìn)行研究,通過查閱文獻(xiàn)資料、發(fā)放問卷調(diào)查及進(jìn)行走訪調(diào)研等方式展開調(diào)查。其中,以查閱檔案資料和對離退休干部走訪等方式,理清了雙牌縣獸醫(yī)管理機(jī)構(gòu)的歷史沿革；以發(fā)放調(diào)查問卷及電話訪談等形式獲得了雙牌縣從事獸醫(yī)管理人員的現(xiàn)狀資料；以分析統(tǒng)計資料和基礎(chǔ)數(shù)據(jù)了解雙牌縣畜牧養(yǎng)殖業(yè)發(fā)展情況。通過上述資料匯總分析,發(fā)現(xiàn)其中存在許多問題：(1)在雙牌縣獸醫(yī)管理體系中編制人員逐年減少、基層服務(wù)人員短缺、動物防疫業(yè)務(wù)職能弱化及診療服務(wù)技術(shù)人員緊缺等問題凸顯；(2)在雙牌縣動物防疫體系建設(shè)中職權(quán)改革不明朗、人員結(jié)構(gòu)不合理、進(jìn)人渠道不順暢、工作職能不明確及工作精力不集中等矛盾突出,加之該縣村級動物防疫隊伍建設(shè)尚待完善,嚴(yán)重制約該縣重大動物疫病防控工作的開展；(3)雙牌縣畜牧養(yǎng)殖發(fā)展中養(yǎng)殖生產(chǎn)資金的籌措渠道少、動物疫病防控隱患過大、養(yǎng)殖污染亟待治理、產(chǎn)業(yè)化經(jīng)營水平低等問題有待一個完善的獸醫(yī)管理體制參與解決。針對上述問題,分析了雙牌縣獸醫(yī)管理體系建設(shè)存在的差距,并結(jié)合雙牌縣獸醫(yī)管理體系建設(shè)的實際,就解決存在的問題提出了建議并進(jìn)行了探討：(1)雙牌縣當(dāng)前畜牧養(yǎng)殖業(yè)發(fā)展應(yīng)盡快開辟養(yǎng)殖生產(chǎn)資金渠道,嚴(yán)格動物疫病防控責(zé)任落實,積極破解養(yǎng)殖污染的難題,拓展養(yǎng)殖產(chǎn)業(yè)發(fā)展空間,健全畜牧養(yǎng)殖管理體系；(2)雙牌縣獸醫(yī)管理體制改革應(yīng)強(qiáng)化高層調(diào)控,進(jìn)一步簡政放權(quán)、細(xì)化機(jī)構(gòu)分類改革；完善基層隊伍建設(shè),建立鄉(xiāng)鎮(zhèn)畜牧水產(chǎn)技術(shù)推廣站和動物產(chǎn)品質(zhì)量監(jiān)督站并充實縣、鄉(xiāng)畜牧獸醫(yī)機(jī)構(gòu)人員；(3)雙牌縣動物防疫工作改革要積極應(yīng)對鄉(xiāng)鎮(zhèn)事業(yè)單位機(jī)構(gòu)改革后出現(xiàn)的問題,進(jìn)一步深化基層動防管理體系職權(quán)改革,切實理順基層動防人員人事管理和進(jìn)出渠道。
[Abstract]:This paper studies the veterinary management system at Shuangpai County and below the county level as the research target. Through consulting the documents, issuing questionnaires and conducting investigation and investigation, the historical evolution of the veterinary management organization in Shuangpai County is cleared up by means of consulting the archives and visiting retired cadres and so on. Questionnaires and telephone interviews were used to obtain the status data of the veterinarian management in Shuangpai County, and to analyze the development of animal husbandry in Shuangpai County by analyzing the statistical data and basic data. Through the analysis of the above data, it was found that there were many problems: (1) the staffs were reduced year by year in the veterinary management system of Shuangpai County. The shortage of layer service personnel, the weakening of animal epidemic prevention business functions and the shortage of technical personnel in diagnosis and treatment are highlighted. (2) in the construction of animal epidemic prevention system in Shuangpai County, the reform of power and power is not clear, the structure of personnel is not reasonable, the channel is not smooth, the work function is not clear and the work energy is not concentrated, and the village level animal prevention and control in this county The construction of the epidemic team remains to be improved, which seriously restricts the development of the major animal epidemic prevention and control work in this county; (3) the raising channels of raising production funds in the development of animal husbandry in Shuangpai County are few, the hidden dangers of animal epidemic prevention and control are too large, the pollution of breeding is urgently harnessing, and the low level of industrialization needs to be solved by a perfect veterinary management system. In view of the above problems, the existing gap in the construction of veterinary management system in Shuangpai County was analyzed, and combined with the practice of the construction of veterinary management system in Shuangpai County, some suggestions were put forward to solve the existing problems. (1) the development of livestock breeding industry in Shuangpai County should be opened up as soon as possible, and the responsibility for animal epidemic prevention and control should be strict. We should implement it, actively solve the problems of aquaculture pollution, expand the development space of the culture industry, and improve the management system of animal husbandry. (2) the reform of the veterinary management system in Shuangpai County should strengthen the high level regulation, further simplify the decentralization of power, refine the reform of the institutional classification, improve the construction of the grass-roots team, and establish the quality of the animal husbandry and aquatic technology extension station and the quality of the animal products. Monitoring stations and enriching the county and Township animal husbandry and veterinary organizations; (3) the reform of animal epidemic prevention in Shuangpai County should actively respond to the problems arising from the reform of the institutions of township institutions, further deepen the reform of the functions and powers of the grass-roots dynamic defense management system, and effectively straighten out the personnel management and management and access channels at the grass-roots level.
