【摘要】：基層獸醫(yī)服務(wù)是動(dòng)物防疫工作中最重要的環(huán)節(jié),決定了動(dòng)物疫病防控工作的最終成效。當(dāng)前,我國(guó)縣級(jí)及以下政府獸醫(yī)機(jī)構(gòu)和各種市場(chǎng)獸醫(yī)服務(wù)主體組成了較為完備了基層獸醫(yī)服務(wù)體系,通過(guò)提供有效的獸醫(yī)服務(wù)為保障我國(guó)畜牧業(yè)健康發(fā)展和公共衛(wèi)生安全作出了巨大貢獻(xiàn)。但與此同時(shí),基層獸醫(yī)服務(wù)體系面臨官方機(jī)構(gòu)人才隊(duì)伍、經(jīng)費(fèi)保障、基礎(chǔ)設(shè)施與工作實(shí)際不相適應(yīng)的條件制約,市場(chǎng)化獸醫(yī)服務(wù)主體發(fā)展緩慢、服務(wù)質(zhì)量亟待改善的現(xiàn)狀,以及千家萬(wàn)戶散養(yǎng)和畜禽全國(guó)大流通帶來(lái)的動(dòng)物疫病防控緊迫形勢(shì),加快推動(dòng)建設(shè)完善我國(guó)獸醫(yī)服務(wù)體系勢(shì)在必行。本文是作者通過(guò)對(duì)我國(guó)獸醫(yī)服務(wù)歷史情況、當(dāng)前基層獸醫(yī)服務(wù)體系發(fā)展現(xiàn)狀和國(guó)外獸醫(yī)服務(wù)先進(jìn)經(jīng)驗(yàn)進(jìn)行文獻(xiàn)研究、實(shí)地考察座談、問(wèn)卷調(diào)查、分析總結(jié),提出符合中國(guó)國(guó)情的基層獸醫(yī)服務(wù)體系建設(shè)的措施與對(duì)策。共分五個(gè)部分:第一部分:對(duì)獸醫(yī)服務(wù)的內(nèi)涵與屬性等理論基礎(chǔ)進(jìn)行了背景研究,分析了國(guó)內(nèi)外基層獸醫(yī)服務(wù)需求。第二部分:梳理了我國(guó)改革開放三十多年來(lái),基層獸醫(yī)服務(wù)在我國(guó)社會(huì)、經(jīng)濟(jì)環(huán)境影響下,在獸醫(yī)工作大政方針的指導(dǎo)引領(lǐng)下,取得的階段性成果�？偨Y(jié)出基層獸醫(yī)隊(duì)伍是履行獸醫(yī)公益職能和技術(shù)推廣的主力軍,適合采取承擔(dān)公共服務(wù)與個(gè)體經(jīng)營(yíng)服務(wù)相結(jié)合的服務(wù)模式等歷史經(jīng)驗(yàn)。第三部分:我國(guó)基層獸醫(yī)服務(wù)現(xiàn)狀研究。首先,分析了政府提供的基層獸醫(yī)公共服務(wù)和各方主體開展的獸醫(yī)市場(chǎng)化服務(wù)現(xiàn)狀和問(wèn)題。其次,以全國(guó)較有代表性的防疫有限責(zé)任公司、個(gè)人獨(dú)資或合伙企業(yè)、專業(yè)防疫合作社、非盈利機(jī)構(gòu)等新型獸醫(yī)服務(wù)主體與模式為例,介紹了服務(wù)主體運(yùn)行概況、政府扶持與考核監(jiān)管情況、收入分配模式,論述了不同組織形態(tài)和模式提高防疫員收入、穩(wěn)定防疫隊(duì)伍、通過(guò)政府購(gòu)買服務(wù)機(jī)制促進(jìn)防疫主體責(zé)任回歸養(yǎng)殖者、強(qiáng)化考核使動(dòng)物疫病防控效果提升、防疫員組織化程度提高從而降低政府管理成本等先進(jìn)性,并剖析了推廣難點(diǎn)。最后介紹了民營(yíng)科研診療機(jī)構(gòu)、飼料獸藥公司、專業(yè)養(yǎng)殖合作組織與龍頭企業(yè)、獸醫(yī)托管公司的業(yè)務(wù)概況與服務(wù)模式。第四部分:國(guó)外基層獸醫(yī)服務(wù)經(jīng)驗(yàn)借鑒及啟示。以科學(xué)健全的法律和動(dòng)物疫病防控體系、有力的財(cái)政支撐、切實(shí)經(jīng)濟(jì)的防控措施、規(guī)范的行業(yè)管理為切入點(diǎn)論述了美國(guó)獸醫(yī)公共服務(wù)的經(jīng)驗(yàn)啟示,介紹了美國(guó)執(zhí)業(yè)獸醫(yī)市場(chǎng)化服務(wù)概況以及托管公司的發(fā)展背景與服務(wù)方式。并以歐盟重大動(dòng)物疫病預(yù)警體系、追溯體系和澳大利亞社會(huì)獸醫(yī)主體力量為例,介紹了其他發(fā)達(dá)國(guó)家獸醫(yī)服務(wù)的先進(jìn)經(jīng)驗(yàn)。第五部分:提出我國(guó)基層獸醫(yī)服務(wù)體系的發(fā)展建議。在加強(qiáng)基層獸醫(yī)公共服務(wù)體系建設(shè)方面,一是結(jié)合中國(guó)國(guó)情與獸醫(yī)工作實(shí)際建立內(nèi)容全面、明確具體、可操作性強(qiáng)的法律法規(guī)體系;二是捋順體制、改善機(jī)制,繼續(xù)加強(qiáng)基層鄉(xiāng)鎮(zhèn)獸醫(yī)機(jī)構(gòu)改革、恢復(fù)鄉(xiāng)鎮(zhèn)獸醫(yī)站,強(qiáng)化鄉(xiāng)鎮(zhèn)站公益職能、推廣政府購(gòu)買獸醫(yī)公共服務(wù)機(jī)制,強(qiáng)化監(jiān)管,嚴(yán)格依法辦事;三是在財(cái)政投入上,加大對(duì)新型基層獸醫(yī)服務(wù)模式的重點(diǎn)扶持、增加投入總量、調(diào)整投入結(jié)構(gòu)、引入市場(chǎng)機(jī)制,進(jìn)一步健全財(cái)政保障機(jī)制。在促進(jìn)基層獸醫(yī)市場(chǎng)化服務(wù)體系健康發(fā)展方面,一是因地制宜引導(dǎo)建立承接公共獸醫(yī)服務(wù)的市場(chǎng)化基層獸醫(yī)服務(wù)主體,加大政策扶持,推動(dòng)其能力提升;二是從助推基層傳統(tǒng)獸醫(yī)診療主體轉(zhuǎn)型、鼓勵(lì)創(chuàng)立新型獸醫(yī)服務(wù)模式和實(shí)體、充分發(fā)揮協(xié)會(huì)等非盈利機(jī)構(gòu)的行業(yè)管理作用三方面探討了如何積極培育其他獸醫(yī)市場(chǎng)化服務(wù)主體。

By providing effective veterinary services to protect the animal husbandry health of our country Health development and public health safety have made great contributions. At the same time, the grass-roots veterinarian service system faces the personnel of the official institutions, the financial support, the conditions of the infrastructure and the actual work, the slow development of the main body of the market-oriented veterinary services, the current situation of the quality of service to be improved, and the scattered and domestic livestock and poultry and livestock and poultry. The urgent situation of animal epidemic prevention and control brought by the national large circulation is imperative. It is imperative to accelerate the construction and improvement of our veterinary service system. This article is the author's literature study on the current situation of veterinary service in China, the present situation of the development of the basic veterinary service system and the advanced experience of foreign veterinary services, on the spot investigation and questionnaire, Analysis and summary, put forward measures and Countermeasures for the construction of grass-roots veterinarian service system in accordance with China's national conditions. It is divided into five parts: the first part: the background research on the theoretical basis of the connotation and properties of veterinary services, and the analysis of the domestic and foreign demand for grass-roots veterinarian service. The second part: carding the grass-roots beasts for more than thirty years in China's reform and opening up. Under the influence of the social and economic environment of our country, the medical service has achieved the stage results under the guidance of the policy of veterinarian work. It is concluded that the grass-roots veterinarian team is the main force to carry out the veterinary public welfare function and technology popularization, and is suitable for taking the service mode which is to take on the combination of public service and individual business service. Based on the scientific and sound legal and animal epidemic prevention and control system, the powerful financial support, the effective economic prevention and control measures and the standardized industry management, the experience of the American veterinary public service is discussed, the market service status of the American practice veterinarian and the development background and service mode of the trusteeship company are introduced. And taking the EU major animal epidemic early warning system, traceability system and the main strength of the Australian social veterinarian as an example, the advanced experience of veterinary services in other developed countries was introduced. The fifth part: put forward the development proposal of the grass-roots veterinarian service system in our country.
