【摘要】：摘要近年來,食品安全事件頻發(fā),如蘇丹紅、三聚氰胺等事件,已影響到人體健康。必須加強(qiáng)動(dòng)物衛(wèi)生監(jiān)督工作,打擊違法行為,以提高動(dòng)物性食品的安全衛(wèi)生水平,促進(jìn)畜牧業(yè)持續(xù)健康發(fā)展。目前,洛江區(qū)動(dòng)物衛(wèi)生監(jiān)督工作還存在一些問題。本文通過對(duì)洛江區(qū)動(dòng)物衛(wèi)生監(jiān)督工作存在的問題進(jìn)行了調(diào)查分析,與國(guó)外動(dòng)物衛(wèi)生監(jiān)督工作進(jìn)行了比較,并有針對(duì)性地提出了改進(jìn)洛江區(qū)動(dòng)物衛(wèi)生監(jiān)督工作的措施,目的在于進(jìn)一步加強(qiáng)洛江區(qū)動(dòng)物衛(wèi)生監(jiān)督工作、提高動(dòng)物衛(wèi)生監(jiān)督執(zhí)法工作水平。本文通過以下幾種方面,調(diào)查分析了洛江區(qū)動(dòng)物衛(wèi)生監(jiān)督工作中存在的問題。1.查閱國(guó)內(nèi)外動(dòng)物衛(wèi)生監(jiān)督相關(guān)文獻(xiàn)；2.從管理體制、模式、技術(shù)等方面比較國(guó)內(nèi)外動(dòng)物衛(wèi)生監(jiān)督的差異；3.調(diào)查了當(dāng)前洛江區(qū)動(dòng)物衛(wèi)生監(jiān)督存在的問題；4.針對(duì)洛江區(qū)動(dòng)物衛(wèi)生監(jiān)督工作存在的問題提出了相應(yīng)措施。調(diào)查分析表明,洛江區(qū)動(dòng)物衛(wèi)生監(jiān)督工作目前主要存在動(dòng)物衛(wèi)生法律配套體系不完善,執(zhí)法人員、經(jīng)費(fèi)不足,執(zhí)法不規(guī)范,執(zhí)法環(huán)境不佳,流通與市場(chǎng)監(jiān)督問題較突出,病死畜禽無害化處理執(zhí)行不夠嚴(yán)格等問題。針對(duì)上述問題,本文提出五個(gè)方面的建議：1.強(qiáng)化隊(duì)伍建設(shè),提升人員素質(zhì)；2.嚴(yán)格監(jiān)督制度,規(guī)范執(zhí)法行為；3.建立科學(xué)機(jī)制,保障財(cái)政經(jīng)費(fèi)；4.建立責(zé)任制度,提升執(zhí)法質(zhì)量；5.加大宣傳力度,優(yōu)化執(zhí)法環(huán)境。
[Abstract]:In recent years, food safety incidents, such as Sudan, melamine and so on, have affected human health. In order to improve the safety and health level of animal food and promote the sustainable and healthy development of animal husbandry, it is necessary to strengthen the supervision of animal health and crack down on illegal activities. At present, there are still some problems in animal health supervision in Luojiang District. Based on the investigation and analysis of the problems existing in animal health supervision in Luojiang District, this paper compares it with the work of animal health supervision abroad, and puts forward some measures to improve the supervision work of animal health in Luojiang District. The aim is to further strengthen animal health supervision and improve the level of animal health supervision and law enforcement in Luojiang District. In this paper, the problems existing in animal health supervision in Luojiang District were investigated and analyzed in the following aspects. Refer to domestic and foreign literature on animal health supervision. 2. From the management system, mode, technology and other aspects of the comparison of domestic and foreign differences in animal health supervision. The existing problems of animal health supervision in Luojiang District were investigated. To solve the problems existing in animal health supervision in Luojiang District, the corresponding measures are put forward. The investigation and analysis show that the animal health supervision work in Luojiang district is mainly characterized by imperfect supporting system of animal health laws, insufficient funds, irregular law enforcement environment, and outstanding problems of circulation and market supervision. The harmless treatment of sick and dead livestock and poultry is not strict enough and so on. In view of the above problems, this paper puts forward five suggestions: 1. Strengthen the construction of the team, improve the quality of personnel. Strictly supervise the system, standardize the law enforcement behavior. The establishment of scientific mechanisms to ensure financial resources. Establish responsibility system, improve the quality of law enforcement. Strengthen propaganda, optimize law enforcement environment.
