【摘要】：隨著我國網(wǎng)絡(luò)信息技術(shù)的不斷發(fā)展,社會出現(xiàn)了嚴(yán)重的政府公信力缺失現(xiàn)象。網(wǎng)絡(luò)時代的政治生態(tài)環(huán)境非常復(fù)雜,它不僅受傳統(tǒng)行政模式的影響,還受政府公開和行政問責(zé)因素的影響。但這種環(huán)境同時也為政府公信力構(gòu)建營造了新環(huán)境和空間氛圍�；谠摤F(xiàn)狀,必須加大對政府公信力構(gòu)建方法的研究力度,明確相關(guān)影響因素,并采取有效措施促進(jìn)政府公信力構(gòu)建工作的有效落實。在影響政府公信力構(gòu)建的因素中,筆者認(rèn)為網(wǎng)絡(luò)因素影響力比較大,主要包括積極影響和消極影響,可以說網(wǎng)絡(luò)時代就像一把雙刃劍。一方面,網(wǎng)絡(luò)時代的到來給政府公信力構(gòu)建帶來了更多挑戰(zhàn),主要包括對以往行政管理模式的挑戰(zhàn)、網(wǎng)絡(luò)權(quán)力主體和政府部門相互競爭的挑戰(zhàn),以及網(wǎng)上無政府主義對政府公信力構(gòu)建的挑戰(zhàn)。另一方面,隨著網(wǎng)絡(luò)時代的到來,政府公信力構(gòu)建的良好機(jī)會也越來越多,在網(wǎng)絡(luò)時代下,公眾參政意識逐漸增強(qiáng),在這種情況下,政府更加注重民意、關(guān)注民生。本文主要以網(wǎng)絡(luò)時代為背景,根據(jù)網(wǎng)絡(luò)時代創(chuàng)新性和特殊性,研究其對政府公信力構(gòu)建的影響。要想促進(jìn)政府公信力有效構(gòu)建,必須加大相關(guān)調(diào)查研究力度,明確網(wǎng)絡(luò)時代政府公信力相關(guān)問題,進(jìn)而從政府、公眾、網(wǎng)絡(luò)環(huán)境三個方面入手分析,明確問題原因并采取科學(xué)合理的問題解決方法,從根本上提升政府公信力。面對網(wǎng)絡(luò)時代給政府公信力建設(shè)帶來的機(jī)遇與挑戰(zhàn),政府不僅要利用網(wǎng)絡(luò)和公眾良好交流,還要保證政府形象良好,采取必要的問題預(yù)防措施和解決措施,避免網(wǎng)絡(luò)負(fù)效應(yīng)產(chǎn)生,維護(hù)好政府良好形象。
[Abstract]:With the continuous development of network information technology in China, there is a serious lack of government credibility. The political ecological environment in the network age is very complex. It is influenced not only by the traditional administrative mode, but also by the factors of government openness and administrative accountability. But this kind of environment also creates the new environment and the space atmosphere for the government credibility construction at the same time. Based on the present situation, we must strengthen the research on the construction method of government credibility, clarify the relevant factors, and take effective measures to promote the effective implementation of the construction of government credibility. Among the factors that influence the construction of the government's credibility, the author thinks that the network factor has great influence, mainly including the positive influence and the negative influence, so it can be said that the network age is like a double-edged sword. On the one hand, the advent of the network era has brought more challenges to the construction of government credibility, mainly including the challenges to the past administration mode, the competition between the network power subjects and the government departments. As well as the online anarchism to the government credibility construction challenge. On the other hand, with the advent of the network era, there are more and more good opportunities to build the credibility of the government. In the network era, the awareness of public participation in politics is gradually strengthened. In this case, the government pays more attention to public opinion and people's livelihood. This article mainly takes the network age as the background, according to the network age innovation and the particularity, studies its influence on the government credibility construction. In order to promote the effective construction of the government's credibility, we must increase the relevant investigation and research, make clear the relevant problems of the government's credibility in the network age, and then analyze from three aspects: the government, the public and the network environment. Identify the cause of the problem and adopt scientific and reasonable solutions to improve the credibility of the government. In the face of the opportunities and challenges brought about by the construction of the credibility of the government in the network age, the government should not only make use of the network to communicate well with the public, but also ensure the good image of the government, and take necessary preventive measures and measures to solve the problems. Avoid network negative effects and maintain a good image of the government.
