【摘要】：文章采用網(wǎng)絡(luò)調(diào)研方法,收集國外科學(xué)數(shù)據(jù)開放共享政策法規(guī),通過政策制訂主體和形式以及內(nèi)容的分析總結(jié)其特點,并就我國制訂相關(guān)政策提出建議�？蒲匈Y助政策,數(shù)據(jù)質(zhì)量與元數(shù)據(jù),數(shù)據(jù)提交、存儲與保護(hù),開放共享的內(nèi)容、時間和方式,數(shù)據(jù)獲取引用等是政策涉及的主要內(nèi)容。國外政策的制訂與內(nèi)容具有以下特點:政策制訂的參與主體廣泛,公共資助機構(gòu)具有很強的領(lǐng)導(dǎo)力,不同政策制訂者達(dá)成共識并開展廣泛的合作,政策內(nèi)容具體詳盡、可操作性強。建議:政府先行,積極引導(dǎo)開放共享政策的制定;發(fā)揮政府部門、公共資助機構(gòu)的領(lǐng)導(dǎo)力;建立溝通交流機制,開展廣泛的合作;深入調(diào)研、征求民意,確保政策內(nèi)容的可操作性。
[Abstract]:This paper adopts the method of network investigation, collects the foreign scientific data open sharing policies and regulations, summarizes its characteristics through the analysis of the main body, form and content of the policy making, and puts forward some suggestions on the formulation of relevant policies in our country. The policy of scientific research funding, data quality and metadata, data submission, storage and protection, open shared content, time and method, data acquisition and reference are the main contents of the policy. Foreign policy formulation and content have the following characteristics: broad participation in policy formulation, strong leadership of public funding institutions, consensus and cooperation among different policy makers, and specific and detailed policy content, Strong maneuverability. Recommendations: the government should lead the formulation of open and shared policies; give full play to the leadership of government departments and public funding organizations; establish communication and exchange mechanisms to carry out extensive cooperation; conduct in-depth research and seek public opinion. Make sure the policy content is operable.
