【摘要】：文章主要從開放政府數(shù)據(jù)的理念、意義和目標、原則、標準、主題、措施以及執(zhí)行結(jié)構(gòu)等方面對西方發(fā)達國家的開放數(shù)據(jù)政策進行比較分析和研究。文章認為,《促進大數(shù)據(jù)發(fā)展行動綱要》是戰(zhàn)略性的政策,西方發(fā)達國家的開放政府數(shù)據(jù)行動計劃是戰(zhàn)術(shù)性的和更為具體的政策,為了落實綱要提出的目標,我國需要提出更具體的開放數(shù)據(jù)行動計劃。在比較西方發(fā)達國家的開放數(shù)據(jù)政策基礎上,文章提出我國戰(zhàn)術(shù)性的開放數(shù)據(jù)政策應堅持的原則和需要采取的措施。
[Abstract]:This paper makes a comparative analysis and research on the open data policies of the western developed countries from the aspects of the concept, significance and goal, principles, standards, themes, measures and implementation structure of the open government data.The article holds that the "platform for Action for promoting big data's Development" is a strategic policy, and that the action plan for open government data in western developed countries is a tactical and more specific policy, in order to implement the objectives set forth in the outline.Our country needs to come up with a more specific action plan for open data.On the basis of comparing the open data policies of the western developed countries, this paper puts forward the principles and measures that our country's tactical open data policy should adhere to.
