【摘要】：現(xiàn)有研究多從理性假設(shè)出發(fā)探討媒體參與食品安全治理的作用,鮮有探討媒體參與食品安全治理的具體條件和情境。本文構(gòu)建有限理性假設(shè)條件下的媒體與食品生產(chǎn)經(jīng)營(yíng)者的不完全信息動(dòng)態(tài)博弈模型,研究表明,媒體參與食品安全社會(huì)共治有三個(gè)重要約束條件:一是生產(chǎn)經(jīng)營(yíng)者感知聲譽(yù)損失的敏感程度,二是媒體參與社會(huì)共治的主觀價(jià)值判斷,三是政府需要對(duì)監(jiān)管保持常態(tài)化而非"運(yùn)動(dòng)式"監(jiān)管處罰。因此,媒體參與食品安全社會(huì)共治的主要策略有四:(1)社會(huì)聲譽(yù)機(jī)制是媒體參與社會(huì)共治的重要前提,除懲罰和問責(zé)外,監(jiān)管者還可采取判罰違規(guī)者社會(huì)服務(wù)令等多種方式提高社會(huì)聲譽(yù)機(jī)制的有效性;(2)媒體對(duì)食品安全違規(guī)行為或事件進(jìn)行持續(xù)跟蹤調(diào)查或深度報(bào)道,而非"運(yùn)動(dòng)式"報(bào)道或采訪;(3)媒體參與食品安全社會(huì)共治既需要權(quán)威媒體介入,也需要新媒體介入,形成全覆蓋的媒體監(jiān)督體系,才會(huì)對(duì)違規(guī)生產(chǎn)行為構(gòu)成足夠震懾;(4)媒體參與社會(huì)共治的監(jiān)督盡可能采取媒體群體監(jiān)督的模式,既需要從體制和社會(huì)責(zé)任感上建立制度和規(guī)則來參與,也需要從選拔合適的媒體記者角度來參與社會(huì)共治。
[Abstract]:Much of the existing research from the perspective of rational hypothesis to explore the media to participate in food safety governance, seldom discussed media to participate in food safety management of specific conditions and situations. Research shows that the game model, this paper constructs an incomplete information dynamic media and food production operators under the assumption of limited rationality, the media to participate in the food safety community governance has three important constraints: one is sensitive to the degree of production operators perceived loss of reputation, two is the subjective value judgment of media in social governance, the three is the government needs to keep normalization of supervision rather than "moving" regulatory penalties. Therefore, the main strategy of the media to participate in the food safety community governance has four: (1) society the reputation mechanism is an important prerequisite for the media to participate in social governance, in addition to punishment and accountability, regulators can also take a violation of community service order in a variety of ways to improve the social reputation The effectiveness of the mechanism; (2) the media of ongoing follow-up or in-depth coverage of food safety violations or events, rather than the "movement" reports or interviews; (3) the media to participate in the food safety community governance requires not only the authority of the media involved, but also the need for new media, media coverage of the perfect shape supervision system. Will constitute a sufficient deterrent to illegal production behavior; (4) the media to participate in the supervision of social governance as much as possible to take the media mode for group supervision, not only need to establish system from the system and the sense of social responsibility and rules to participate in, also need to select the right angle from the media reporters to participate in community governance.
