【摘要】：正公共政策是"對社會價值的權(quán)威性分配",其本質(zhì)是公共政策制定者針對社會轉(zhuǎn)型問題,為調(diào)節(jié)社會價值矛盾、避免社會價值沖突而提出的解決方案。公共政策旨在為"公義"服務(wù),公共政策滿意度是衡量公共政策質(zhì)量的重要指標(biāo)。隨著我國公民文化素養(yǎng)的不斷提升,公民參與公共政策的議程設(shè)置及制定過程的意愿逐漸增強(qiáng)。但我國對公共政策制定的信息收集甄別能力不強(qiáng),易對公共政策進(jìn)行誤讀,并在"沉默的螺旋"的作用下
[Abstract]:Positive public policy is "the authoritative distribution of social value". Its essence is that the public policy makers aim at the problem of social transformation, in order to adjust the contradiction of social value. Public policy aims to serve "justice". Public policy satisfaction is an important measure of the quality of public policy. The willingness of citizens to participate in the setting of public policy agenda and the process of making public policy is gradually strengthened. However, the ability of collecting and discriminating information on public policy formulation in our country is not strong, and it is easy to misread public policy, and under the effect of "the spiral of silence"
