【摘要】:危機(jī)傳播是現(xiàn)代公共管理、行政管理領(lǐng)域的重要課題。其中,政府和媒體間的互動關(guān)系,是本文關(guān)注的焦點。就理論基礎(chǔ)而言,自改革開放以來,隨著政治體制改革和社會轉(zhuǎn)型的逐漸深化,我國政府逐漸學(xué)習(xí)、接受了多元共治、危機(jī)溝通、信息控制等科學(xué)管理理念,與媒體的關(guān)系也逐步由“管理者”與“被管理者”的關(guān)系向“合作者”、“同行者”的關(guān)系轉(zhuǎn)化。就基本模式而言,在批判地借鑒學(xué)習(xí)西方政府和媒體互動模式的基礎(chǔ)上,我國各級政府正在一次次的危機(jī)傳播實踐中不斷總結(jié)、提高。本文在此提出,要將“公眾”也納入分析的視野,構(gòu)建主體、客體、環(huán)境三個要素共同組成的復(fù)合模式,或可作為政府探索科學(xué)互動模式的一種參考。就制度建設(shè)而言,除一般意義上的法律法規(guī)體系建設(shè)之外,本文還提出了要建立一個強(qiáng)有力的組織領(lǐng)導(dǎo)體系,形成一套高效順暢的工作機(jī)制。本文根據(jù)當(dāng)前危機(jī)傳播現(xiàn)狀,結(jié)合近年來各地發(fā)生的具體案例,詳細(xì)分析了政府和媒體在互動中各自存在的缺失和不足。并在此基礎(chǔ)上,站在政府的角度,圍繞“危機(jī)傳播之中政府如何應(yīng)對媒體”這個關(guān)鍵問題,綜合心理學(xué)和傳播學(xué)相關(guān)理論,提出了時間效率、媒體整合、分級傳播、信源調(diào)控、議程設(shè)置、巧借招牌、借事喻理、故事引導(dǎo)、同頻共振、軟硬兼施等十項策略。效果評估環(huán)節(jié),本文指出我國與西方發(fā)達(dá)國家的巨大差距,總結(jié)為評估目標(biāo)不明晰、評估過程不規(guī)范、指標(biāo)體系不健全、評估主體單一等幾大問題。本文建議從危機(jī)傳播全程考慮,區(qū)分應(yīng)急反應(yīng)、信息投送、輿論催化三個階段,分別建立綜合指標(biāo)體系。關(guān)于評估過程,本文根據(jù)“目標(biāo)—結(jié)果”模式,建議重點考察計劃制定、目標(biāo)實現(xiàn)、執(zhí)行過程等各方面。原則上,應(yīng)注重自我評估與他人評估相結(jié)合,主觀評估與客觀評估相結(jié)合,整體評估與分別評估相結(jié)合。
[Abstract]:Crisis communication is an important subject in the field of modern public administration and administration. The interaction between the government and the media is the focus of this paper. On the theoretical basis, since the reform and opening up, With the gradual deepening of the political system reform and social transformation, our government has gradually learned and accepted scientific management concepts such as pluralistic co-management, crisis communication, information control, etc. The relationship with the media is gradually transformed from the relationship between "manager" and "managed" to the relationship between "collaborator" and "peer". Governments at all levels in our country are constantly summing up and improving in the practice of crisis communication over and over again. This paper puts forward that the "public" should also be included in the perspective of analysis, and a composite model composed of three elements, subject, object and environment, should be constructed. It may serve as a reference for the government to explore the model of scientific interaction. In terms of institutional construction, in addition to the construction of laws and regulations in the general sense, this paper also proposes to establish a strong organizational leadership system. According to the current situation of crisis communication, combined with the specific cases in recent years, this paper analyzes in detail the deficiencies and shortcomings of the government and the media in the interaction between the government and the media. From the government's point of view, focusing on the key issue of "how the government should deal with the media in the course of crisis communication," and integrating the relevant theories of psychology and communication, it puts forward time efficiency, media integration, hierarchical communication, information source regulation and control, and agenda setting. In this paper, the author points out the huge gap between China and the western developed countries, and concludes that the evaluation goal is not clear, and the evaluation process is not standard. This paper proposes to establish a comprehensive index system from three stages of crisis propagation, including emergency response, information delivery and public opinion catalysis. According to the "goal-result" model, this paper suggests that we should focus on the following aspects: plan making, goal realization, implementation process, etc. In principle, we should pay attention to the combination of self-assessment and others' assessment, subjective assessment and objective evaluation. The whole evaluation is combined with the separate evaluation.
