【摘要】：隨著大數(shù)據(jù)時(shí)代的到來,人們已經(jīng)逐漸意識(shí)到數(shù)據(jù)正在成為一種基礎(chǔ)性戰(zhàn)略資源改變著我們的生產(chǎn)生活和社會(huì)組織方式,只有提高數(shù)據(jù)的開放和共享程度才能順應(yīng)時(shí)代的發(fā)展要求。理想狀態(tài)下的數(shù)據(jù)開放獲取指的是公眾可以毫無障礙地獲取各類不涉及隱私機(jī)密的信息資源,充分享受數(shù)據(jù)開放所帶來的便利。但是在實(shí)際情況中,由于數(shù)據(jù)種類繁多、缺乏統(tǒng)一發(fā)布平臺(tái)、數(shù)據(jù)公開格式不標(biāo)準(zhǔn)等現(xiàn)實(shí)原因的影響,公眾真正零障礙地獲取所需的數(shù)據(jù)資源仍然存在著一定困難。省級(jí)社會(huì)科學(xué)優(yōu)秀成果獎(jiǎng)(以下簡稱社科成果獎(jiǎng))作為我國省級(jí)科研成果的獎(jiǎng)勵(lì),是對(duì)我國專家學(xué)者所從事哲學(xué)社會(huì)科學(xué)研究的一種重要檢驗(yàn)方式。它的評(píng)獎(jiǎng)工作一直由各省政府牽頭組織并制定省社會(huì)科學(xué)獎(jiǎng)評(píng)選實(shí)施的細(xì)則,成立專門社科評(píng)獎(jiǎng)委員會(huì)來進(jìn)行評(píng)定。通過對(duì)專家學(xué)者工作成果進(jìn)行表彰,不僅能夠激勵(lì)他們的研發(fā)熱情,而且能夠促進(jìn)國家哲學(xué)社會(huì)科學(xué)事業(yè)的不斷發(fā)展創(chuàng)新。隨著開放獲取的不斷發(fā)展,省級(jí)社科成果獎(jiǎng)獲獎(jiǎng)信息作為數(shù)據(jù)的一種類型,也應(yīng)該被納入到信息公開的范疇中,而不是固步自封將數(shù)據(jù)都掌握在政府手中,對(duì)獲獎(jiǎng)信息不進(jìn)行公開,從而導(dǎo)致數(shù)據(jù)應(yīng)有的價(jià)值無法實(shí)現(xiàn)。本文對(duì)國內(nèi)省級(jí)社科成果獎(jiǎng)獲獎(jiǎng)信息的公開現(xiàn)狀進(jìn)行調(diào)查,總結(jié)各省在社科成果獎(jiǎng)獲獎(jiǎng)信息開放獲取上存在的障礙。根據(jù)存在的障礙提出相應(yīng)的解決對(duì)策來規(guī)范科研獎(jiǎng)勵(lì)信息的發(fā)布,并提出對(duì)獲獎(jiǎng)信息進(jìn)行整合,通過構(gòu)建管理與共享平臺(tái)來最大限度的發(fā)揮數(shù)據(jù)的價(jià)值。本文的主要內(nèi)容分為以下幾部分:1.獎(jiǎng)勵(lì)信息公開現(xiàn)狀研究。利用互聯(lián)網(wǎng),通過從各省(包括直轄市和自治區(qū))社會(huì)科學(xué)聯(lián)合會(huì)官網(wǎng)、政府網(wǎng)查找獲取歷屆社會(huì)科學(xué)優(yōu)秀成果獎(jiǎng)獲獎(jiǎng)成果信息。通過調(diào)查,按照獎(jiǎng)勵(lì)信息的發(fā)布渠道、檢索難易程度、數(shù)據(jù)的發(fā)布完善程度以及發(fā)布格式等來進(jìn)行現(xiàn)狀分析,從宏觀上對(duì)社會(huì)科學(xué)優(yōu)秀成果獎(jiǎng)獲獎(jiǎng)信息的公開現(xiàn)狀進(jìn)行了解,并與政府信息公開情況進(jìn)行對(duì)比,來分析政府信息公開與社科成果獎(jiǎng)獲獎(jiǎng)信息公開上存在的相關(guān)性。2.獎(jiǎng)勵(lì)信息開放獲取障礙分析。以各省歷屆社會(huì)科學(xué)優(yōu)秀成果獎(jiǎng)的獲獎(jiǎng)信息的發(fā)布現(xiàn)狀為分析基礎(chǔ),從獲獎(jiǎng)信息的發(fā)布和管理這兩個(gè)方面來分別研究科研獎(jiǎng)勵(lì)信息開放獲取存在的各種障礙。3.對(duì)策研究。針對(duì)獎(jiǎng)勵(lì)信息在開放獲取中存在的問題,從獲獎(jiǎng)信息的發(fā)布和管理上提出相應(yīng)的解決對(duì)策,并提出對(duì)獲獎(jiǎng)信息進(jìn)行統(tǒng)一的管理與整合設(shè)想,使得科研獎(jiǎng)勵(lì)信息能夠被更好的利用。
[Abstract]:With the arrival of big data era, people have gradually realized that data is becoming a basic strategic resource, which changes our production and life and the way of social organization. Only by improving the openness and sharing of data can we meet the requirements of the development of the times. Ideally, open access to data means that the public can access all kinds of information resources that do not involve privacy secrets without barriers. Fully enjoy the convenience of data opening. But in the actual situation, due to the variety of data, lack of unified publishing platform, data disclosure format is not standard and other practical reasons. It is still difficult for the public to obtain the required data resources without any obstacles. The Provincial Social Sciences Excellence Award (hereinafter referred to as the Social Science Achievement Award) is the reward of our country's provincial scientific research achievements. It is an important way to test the philosophy and social science research of our country's experts and scholars. Its award evaluation work has been organized by the provincial governments and worked out the detailed rules for the evaluation and implementation of the provincial social science awards. The establishment of a special social science awards committee to assess. Through the recognition of the work of experts and scholars, not only can stimulate their enthusiasm for research and development. And it can promote the development and innovation of national philosophy and social sciences. With the development of open access, the information of provincial social science awards as a type of data. It should also be included in the field of information disclosure, rather than keeping the data in the hands of the government and not publicizing the winning information. As a result, the value of the data should not be realized. This paper summarizes the obstacles in opening access to the award information of social science awards in each province. According to the existing obstacles, the author puts forward the corresponding countermeasures to standardize the release of scientific research award information, and puts forward the integration of the winning information. Through the construction of management and sharing platform to maximize the value of data. The main content of this paper is divided into the following parts: 1.
