【摘要】:我國市場化媒體從業(yè)者的勞動狀況受到國家、市場、組織等多層級力量,以及政策/機制等因素的形塑,存在著勞動權(quán)困境。媒體在政策背景下進行企業(yè)化改造和用工制度改革,刊號資源的配置推動了傳媒市場的形成和母報—子報關(guān)系格局的確立;與此同時,對"效率第一"和"企業(yè)優(yōu)先"的過度追求使媒體企業(yè)采取壓低勞動成本的管理機制,抽離其勞動權(quán)監(jiān)管者的角色。在媒介組織內(nèi)部,母報—子報的關(guān)系格局造就了差別化的勞動規(guī)訓(xùn)制度,促成都市報采納計件績效制,而同時,"編制"被作為勞動權(quán)差異化控制的工具,在媒體內(nèi)部形成了一個同工不同酬、低福利、高強度、高風(fēng)險的勞動權(quán)狀況。此外,還建構(gòu)起一整套以"個人能力"為中心的市場觀念,個人能力成為在靈活多變的市場中獲得成功的最主要條件,而與勞資關(guān)系的不公正及勞動權(quán)的受損無關(guān)。如今,遭遇移動網(wǎng)絡(luò)的沖擊,媒體企業(yè)處于轉(zhuǎn)型過程中,從業(yè)者勞動權(quán)的低保障和員工之間的勞動權(quán)益不平等,再次成為企業(yè)發(fā)展首先要付出的代價。
[Abstract]:The labor situation of market-oriented media practitioners in China is shaped by the state, market, organization and other factors such as multi-level forces, as well as policies / mechanisms. Under the background of the policy, the media reform the enterprise and the employment system, the allocation of the serial number resources promotes the formation of the media market and the establishment of the pattern of the relationship between the mother newspaper and the child newspaper. At the same time, the excessive pursuit of "efficiency first" and "enterprise priority" has led media enterprises to adopt management mechanisms to reduce labour costs and to pull away from their role as labour rights regulators. The relationship pattern of the mother newspaper and the child newspaper has created the differential labor regulation and discipline system, which has led the city newspaper to adopt the piece-by-piece performance system, and at the same time, the "compilation" has been used as a tool for the control of the differentiation of labor rights. Within the media, a situation of unequal pay for equal work, low welfare, high intensity and high risk has been formed. In addition, a whole set of market concepts centered on "individual ability" has been constructed. Personal competence is the most important condition for success in a flexible market, regardless of the injustice of labor relations and the loss of labor rights. Today, the impact of the mobile network. Media enterprises are in the process of transformation, the low protection of workers' labor rights and the unequal labor rights and interests between employees are the first price to pay for the development of enterprises.
