【摘要】：本課題是對抗日戰(zhàn)爭時期的新聞政策進行的研究�？谷諔�(zhàn)爭時期,新聞傳播者共赴國難,為了抗日救國放棄一定的新聞自由,充分發(fā)揮新聞“紙彈”作用,在文化宣傳戰(zhàn)線上沖鋒陷陣。戰(zhàn)時學者呼吁政府制定戰(zhàn)時新聞政策,對內(nèi)規(guī)范新聞報道,防止損害國家利益的現(xiàn)象出現(xiàn);對外注重國際宣傳,引起有正義感國家的同情并抵御敵人的污蔑性言論。本文在辯證唯物主義歷史觀的指導下,運用文獻研究法和對比研究法,全方位地論述了戰(zhàn)時學者關于戰(zhàn)時新聞政策的理論性研究、國民黨政府關于戰(zhàn)時新聞政策的制定與實施、以及對戰(zhàn)時新聞政策進行歷史性的反思。在戰(zhàn)時學者關于戰(zhàn)時新聞政策的理論性研究部分,本文先從新聞政策的定義出發(fā),從“歐戰(zhàn)”的經(jīng)驗、抗戰(zhàn)時期新聞業(yè)的亂象等角度分析制定戰(zhàn)時新聞政策的合理性。另外戰(zhàn)時新聞政策是國策的一環(huán),世界各國都曾經(jīng)制定戰(zhàn)時新聞政策,更加印證了其存在的必要。戰(zhàn)時新聞政策與新聞自由也是當時討論的重點,大部分學者得出可以為了國家自由而放棄一部分新聞自由的結(jié)論。通過學者們對戰(zhàn)時新聞政策實施的探討,認為戰(zhàn)時新聞政策要明確原則、規(guī)范報道、提高記者素養(yǎng)、重視新聞組織建設、規(guī)劃報業(yè)發(fā)展布局等。在戰(zhàn)時新聞政策的制定與實施性探討中,主要分析國民黨出臺的各種新聞政策,并著重分析國民參政會出臺的新聞法案。而國民黨政府對新聞政策的實施,主要采用消極新聞政策,對新聞業(yè)進行嚴格管控,并且存在新聞檢查過度的現(xiàn)象,引起社會各界不滿。在談對戰(zhàn)時新聞政策的反思的時候,主要針對國民黨政府戰(zhàn)時新聞政策的主要內(nèi)容和出現(xiàn)的問題,分析國民黨政府的新聞政策會遭到抵制的原因并突出研究了國共兩黨在新聞宣傳上的斗爭,并由此反思了恰當新聞政策才能在保證新聞自由的基礎上促進新聞業(yè)的發(fā)展。在當今媒體高度發(fā)達的社會,各種信息充斥于各種媒體,對媒體必要的規(guī)范必不可少,對戰(zhàn)時新聞政策的研究,于當代新聞業(yè)的管理有指導性作用。
[Abstract]:During the War of Resistance against Japan, the news communicators went to the national disaster, gave up a certain freedom of the press in order to save the country, and gave full play to the role of news "paper and bullet". In the front of cultural propaganda, wartime scholars called on the government to formulate wartime news policies, to regulate news reports internally, and to prevent the phenomenon of harming the national interests; Foreign focus on international propaganda, cause a sense of justice of the country's sympathy and resist the enemy's slanderous remarks. This article under the guidance of dialectical materialism of history, the use of literature research and comparative research method. This paper discusses the theoretical study of wartime news policy by wartime scholars and the formulation and implementation of wartime news policy by the Kuomintang government. In the theoretical research part of wartime scholars on wartime news policy, this paper starts from the definition of news policy, from the experience of "European War". In addition, the wartime news policy is a part of the national policy, all countries in the world have formulated the wartime news policy. It also confirmed the necessity of its existence. The wartime press policy and freedom of the press were also the focus of discussion at that time. Most scholars can give up part of the freedom of the press for the sake of national freedom. Through the discussion of the implementation of the wartime news policy, the scholars think that the wartime news policy should be clear principles and standardized reporting. Improve the quality of journalists, attach importance to the construction of news organizations, planning the layout of the development of the newspaper industry. In the wartime news policy formulation and implementation of the discussion, the main analysis of various news policies issued by the Kuomintang. And emphatically analyzes the news bill issued by the National Council of political participation. The KMT government mainly adopts the negative news policy, strictly controls the news industry, and exists the phenomenon of excessive censorship of the press. When talking about the rethinking of the wartime news policy, it mainly aims at the main contents and problems of the Kuomintang government's wartime news policy. This paper analyzes the reasons why the news policy of the Kuomintang government will be boycotted and studies the struggle between the Kuomintang and the Communist Party on the propaganda of news. And from this reflection on the appropriate news policy in order to ensure the freedom of the press on the basis of promoting the development of journalism. In today's highly developed media society, all kinds of information filled in all kinds of media. It is essential to the necessary norms of the media, and the study of wartime news policy has a guiding role in the management of contemporary journalism.
