【摘要】：基于軍民融合國家戰(zhàn)略,分析了軍民融合對航空工業(yè)集成創(chuàng)新的新要求,進(jìn)而分析航空工業(yè)集成創(chuàng)新面臨的信息治理困境。為解決治理困境,提出流程式、核心式、集成平臺式三種信息治理模式,為軍、民等集成創(chuàng)新主體信息交流、共享提供重要基礎(chǔ)平臺和合作框架。為保障治理模式的有效實施,提出相應(yīng)的治理策略,包括采用數(shù)字化集成網(wǎng)絡(luò)、契約機(jī)制、交易機(jī)制,提高知識產(chǎn)權(quán)的雙向轉(zhuǎn)化能力和軍民技術(shù)標(biāo)準(zhǔn)的兼容性等。
[Abstract]:Based on the national strategy of civil and military integration, this paper analyzes the new requirements of military and civil integration for aviation industry integration innovation, and then analyzes the information governance dilemma faced by aviation industry integration innovation. The core, integrated platform and three information governance modes provide important basic platform and cooperation framework for the information exchange and sharing of the military, civil and other innovative subjects, so as to ensure the effective implementation of the governance model. The corresponding governance strategies are put forward, including the adoption of digital integrated network, contract mechanism, transaction mechanism, improvement of the two-way transformation ability of intellectual property rights and compatibility of military and civilian technical standards, etc.
