【摘要】：“重大公共事件”是指涉及的群體集合規(guī)模大、影響范圍廣、影響力大的公共事件。本文將事件作為網(wǎng)絡(luò)輿情產(chǎn)生的背景或起因,重點(diǎn)研究由重大公共事件引發(fā)的網(wǎng)絡(luò)輿情。當(dāng)前,我國正處于社會易失序、經(jīng)濟(jì)易失調(diào)、心理易失衡、社會倫理易失范的社會經(jīng)濟(jì)轉(zhuǎn)型期,也是重大公共事件的多發(fā)期。例如,新疆“5.22"和昆明“3.1”暴力恐怖襲擊、歷年兩會和歷次黨代會召開、中石化東黃輸油管線爆炸、“7.23”甬溫線動車事故等一系列重大公共事件,都曾在網(wǎng)絡(luò)上引發(fā)熱議。網(wǎng)絡(luò)輿情成為事件處置的重要效果衡量指標(biāo)和事件宣傳的重要陣地。某種程度上說,如不能對網(wǎng)絡(luò)輿情進(jìn)行有效、及時(shí)、準(zhǔn)確的收集、研判、預(yù)測、把握、處置和引導(dǎo),則很可能會誘發(fā)公共危機(jī)甚至危及社會穩(wěn)定。隨著社會進(jìn)步和民主化進(jìn)程的深化,公共管理主體應(yīng)對網(wǎng)絡(luò)輿情的方式逐漸從被動轉(zhuǎn)變?yōu)橹鲃?從封堵轉(zhuǎn)變?yōu)橐龑?dǎo),從管控轉(zhuǎn)變?yōu)橹卫�。從生態(tài)學(xué)和系統(tǒng)學(xué)角度來看,我國重大公共事件網(wǎng)絡(luò)輿情的治理環(huán)境尚不成熟,治理主體還比較單一,治理工具還不夠豐富,存在著部門職能交叉、機(jī)構(gòu)龐雜、溝通困難、信息不全、社會力量參與不多等諸多問題,急需探求理論支撐和解決之策。針對重大公共事件網(wǎng)絡(luò)輿情治理問題,在協(xié)同治理、云計(jì)算等相關(guān)理論和技術(shù)支撐下,本文提出了云治理模式。這是一種基于云計(jì)算技術(shù)、多主體聯(lián)網(wǎng)參與、數(shù)據(jù)共享的高彈性治理模式：通過對網(wǎng)絡(luò)中的數(shù)據(jù)資源和計(jì)算資源進(jìn)行共享和統(tǒng)一調(diào)度,實(shí)現(xiàn)全網(wǎng)輿情信息常態(tài)化監(jiān)測,提升事前輿情熱點(diǎn)發(fā)現(xiàn)能力,為事中和事后制定輿情治理策略提供數(shù)據(jù)支撐；不同治理主體成為網(wǎng)絡(luò)中互聯(lián)互通的節(jié)點(diǎn),根據(jù)需要組合團(tuán)隊(duì),通過在線對話、協(xié)商和談判等多種形式進(jìn)行溝通,在數(shù)據(jù)分析和利益平衡的基礎(chǔ)上,共同定制網(wǎng)絡(luò)輿情治理策略,并采取線上和線下的聯(lián)合行動來執(zhí)行決策,使重大公共事件網(wǎng)絡(luò)輿情狀態(tài)達(dá)到預(yù)期目標(biāo)。從公共決策角度來看,云治理模式下決策環(huán)境、決策體制、決策主體、決策方法和決策監(jiān)督均實(shí)現(xiàn)了一定優(yōu)化。研究發(fā)現(xiàn),數(shù)據(jù)、業(yè)務(wù)和工具是實(shí)現(xiàn)重大公共事件網(wǎng)絡(luò)輿情云治理模式的三要素。云治理模式下的數(shù)據(jù)模型主要包括數(shù)據(jù)存儲、數(shù)據(jù)組織、數(shù)據(jù)處理和數(shù)據(jù)管理四個(gè)單元：數(shù)據(jù)存儲主要解決云治理網(wǎng)絡(luò)中數(shù)據(jù)的存放形態(tài)和形式問題,基于云計(jì)算環(huán)境衍生出與傳統(tǒng)數(shù)據(jù)中心不同的方式；數(shù)據(jù)組織主要解決數(shù)據(jù)的分類問題,基于網(wǎng)絡(luò)輿情治理的業(yè)務(wù)維度對網(wǎng)絡(luò)數(shù)據(jù)進(jìn)行分類組織；數(shù)據(jù)處理主要提供數(shù)據(jù)的快速計(jì)算能力,數(shù)據(jù)管理主要實(shí)現(xiàn)數(shù)據(jù)的注冊、定位和監(jiān)控等問題。多主體參與治理后利益分配格局的變化和技術(shù)發(fā)展的成果是重大公共事件網(wǎng)絡(luò)輿情治理流程再造的內(nèi)部和外來動力。在業(yè)務(wù)模型創(chuàng)新方面,云治理模式構(gòu)建了以信息為源頭、以信息為終點(diǎn)的閉環(huán)業(yè)務(wù)流程。在輿情治理的信息采集、信息分析、確定目標(biāo)、提出備選方案、確定方案和采取行動等六個(gè)傳統(tǒng)環(huán)節(jié)中,圍繞信息系統(tǒng)的引入和技術(shù)成果的運(yùn)用,優(yōu)化再造了分布式采集分析環(huán)節(jié)、集群式?jīng)Q策制定環(huán)節(jié)和聯(lián)動式?jīng)Q策執(zhí)行環(huán)節(jié)。云治理工具的創(chuàng)新主要在于提供在線治理的手段,通過各類業(yè)務(wù)應(yīng)用來體現(xiàn)。云治理工具模型的構(gòu)建實(shí)質(zhì)是一個(gè)業(yè)務(wù)內(nèi)容框架化、平臺化、虛擬化的過程。從邏輯上看,云治理工具模型包括物理層、虛擬化層、數(shù)據(jù)層、服務(wù)層和工具層。按照不同主體的治理活動類型,設(shè)計(jì)了信息發(fā)布類、輿情處理類、會商討論類和輔助決策類工具。最后,本文指出,云治理模式的實(shí)現(xiàn),在關(guān)注業(yè)務(wù)和技術(shù)融合的同時(shí),也需要建立相關(guān)的制度,論文研究了議事協(xié)調(diào)機(jī)制、網(wǎng)絡(luò)信任機(jī)制、信息共享機(jī)制、全程問責(zé)機(jī)制和智庫咨詢機(jī)制,組成了云治理的制度保障基礎(chǔ)。
[Abstract]:"Major public events" refers to the ensemble size, affecting a wide range of public events. This paper will have a big influence of network public opinion events as background or origin, focuses on the study of network public opinion caused by the major public events. The major public events of network public opinion management problems in collaborative governance, cloud computing and other related theory and technology, proposed the cloud governance mode. This is based on a cloud A multi agent technology, network participation, high elastic governance mode of data sharing: Based on the data resources and computing resources in the network sharing and unified scheduling, to achieve full network public opinion information normalization monitoring, improve public opinion in advance of topic detection ability, provide data support for the matter and after making public opinion management strategy; different governance subjects a node interconnection network, according to the team, through online dialogue, communication and consultation and negotiation and other forms, on the basis of data analysis and balance of interests, the common custom of network public opinion management strategy, and take joint actions online and offline to make decisions, major public events to network public opinion the expected goal. From the public policy perspective, cloud governance decision-making environment, decision-making system, decision-making body, decision-making methods and supervision are realized Optimization. The study found that data, business and tools are the three elements of major public events network public governance model. Finally, this paper pointed out that the implementation of cloud management mode, on the integration of business and technology at the same time, also need to establish the relevant system of deliberation and coordination mechanism, trust mechanism, information sharing mechanism, accountability mechanism and process a consultation mechanism, formed a system of cloud based governance protection.
