【摘要】：羅馬尼亞擁有復(fù)雜的民族歷史及人數(shù)眾多的小族群體。1989年國(guó)家政體轉(zhuǎn)型后,小族語(yǔ)言教育權(quán)利問(wèn)題成為政府關(guān)注的焦點(diǎn)。本文著眼于羅馬尼亞轉(zhuǎn)型后小族語(yǔ)言教育權(quán)利問(wèn)題,通過(guò)闡述小族群體在語(yǔ)言教育權(quán)利上的訴求和目標(biāo)及相關(guān)法律體系,重點(diǎn)分析保護(hù)小族語(yǔ)言教育權(quán)利所面臨的障礙與挑戰(zhàn)。研究發(fā)現(xiàn),民族主義發(fā)展的歷史環(huán)境與主體民族想象的威脅、小族群體的集體記憶與民族認(rèn)同以及主體民族和小族群體對(duì)語(yǔ)言權(quán)利與平等的不同解讀構(gòu)成了保護(hù)小族語(yǔ)言教育權(quán)利的主要挑戰(zhàn)。主體民族政治精英們對(duì)小族語(yǔ)言教育權(quán)利的調(diào)節(jié)空間有限,該權(quán)利的真正實(shí)現(xiàn)仍需各個(gè)族群的共同努力。
[Abstract]:Romania has a complex national history and a large number of small ethnic groups. After the transformation of the national polity in 1989, the issue of minority language education right has become the focus of the government. This paper focuses on the rights of language education of small ethnic groups in Romania after the transition, and analyzes the obstacles and challenges to protect the rights of language education of small ethnic groups by expounding the demands and objectives of minority groups in language education rights and the relevant legal systems. It is found that the historical environment of the development of nationalism and the threat of the imagination of the subject nation, The collective memory and national identity of minority groups, as well as the different interpretations of language rights and equality between the subject and minority groups, constitute the main challenges to the protection of minority language education rights. The main national political elites have limited space to regulate the right of minority language education, and the real realization of this right still needs the joint efforts of all ethnic groups.
