【摘要】：當前,存在著困擾全國文化系統(tǒng)各藝術(shù)研究院所生存、發(fā)展、建設(shè)的很多幾乎相同的問題。要真正開創(chuàng)全國藝術(shù)研究院所工作的新局面,至少需要三個方面的合力。第一就是文化部直屬藝術(shù)科研機構(gòu)以及各省區(qū)市的藝術(shù)研究院所自身一定要有求生存、謀發(fā)展的動力,這是必要條件;第二,全國各省級文化行政主管部門要在幫助整合資源、引導(dǎo)服務(wù)方面發(fā)揮作用;第三,文化部文化科技司也要從當前國家文化發(fā)展的大局著眼,發(fā)揮好國家社科基金藝術(shù)學(xué)項目的課題設(shè)計、支持、提升作用,引導(dǎo)藝術(shù)研究院所再啟新程,重煥生機。第二、第三條是充要條件。筆者對當前加強藝術(shù)研究院所建設(shè)突出問題的思考,有著如下七項內(nèi)容,一是關(guān)于2009年度國家社科基金藝術(shù)學(xué)項目評審情況的分析研究;二是圍繞項目評審,發(fā)現(xiàn)近年來文化系統(tǒng)藝術(shù)研究院所在課題申報中立項狀況不佳;三是文化部"十大集成"曾是各個藝術(shù)研究院所長項、硬性的課題;四是現(xiàn)實要求我們必須開門辦院、研究轉(zhuǎn)型、科技自覺與形成特色;五是當前藝術(shù)研究院所建設(shè)的關(guān)鍵問題在于職能定位;六是關(guān)于各藝術(shù)研究院所"后集成"時期的職能拓展問題的分析;七是要充分運用國家社科基金藝術(shù)學(xué)項目立項這一抓手,力爭達到引導(dǎo)并支撐各藝術(shù)研究院所拓展職能、提升效能的目標,共同開創(chuàng)藝術(shù)研究院所建設(shè)的新局面。
[Abstract]:At present, there are a lot of almost identical problems in the survival, development and construction of the art research institutes in the national cultural system. We should really create a new situation for the work of the national art research institutes. The first is that the art research institutes directly under the Ministry of Culture and the art research institutes in various provinces, districts and cities must have the motive force to survive and seek development, which is a necessary condition; Second, the departments in charge of cultural administration at the provincial level should play a role in helping to integrate resources and guide services; Third, the Department of Culture and Science and Technology of the Ministry of Culture should also focus on the overall situation of national cultural development, give full play to the project design, support and promotion of the art projects of the National Social Science Foundation, and guide the art research institutes to start a new course again. Second, the third is the necessary and sufficient condition. The author thinks about the outstanding problem of strengthening the art research institute at present, has the following seven contents. The first is the analysis and research on the evaluation of art projects of the National Social Science Foundation in 2009; Second, around the project review, found that in recent years, the cultural system and art research institute in the application of the project status is not good; Third, the "Top Ten Integration" of the Ministry of Culture was once a hard task for the directors of various art research institutes; Fourth, the reality requests us to open the door to run the hospital, study the transformation, science and technology consciousness and form the characteristic; Fifthly, the key problem in the construction of art research institute is the function orientation; Sixth, the analysis of the expansion of the function of the art research institutes in the period of "post-integration"; Seventh, it is necessary to make full use of the National Social Science Foundation Art Project to achieve the goal of guiding and supporting the art research institutes to expand their functions and enhance their efficiency. Work together to create a new situation for the construction of art research institutes.
