Abstract After experiencing four great diaspora, the track of the Jewish people could be found all over the world. Following the establishment of the World Zionist Organization at the end of the 19th century, in order to ensure that every Jewish organization and individual throughout the world had the chance to participate, the Organizagion decided to adopt the proportional electoral system, so that all the Jewish groups and organizations scattering in the whole world had the right, in accordance to their size, to elect and send their deputies to the supreme representative institution—the Congress of the World Zionist Organization. The adoption of the proportional electoral system fully aroused the Jewish people's consciousness to participate in political affairs, and parties and groups representing different interest groups were formed one after another. In early this century, the Jewish set out to establish a political representative institution in Palestine, and decided to continue to apply the proportional electoral system for uniting all the forces of the parties.When the Nation of Israel was born, it inherited the system, since on the one hand, the co existence of various parties had consolidated the position of the proportional election, and on the other hand, the system itself had striken roots among the people and was universally accepted by the Jewish masses.
