【摘要】：在2010年,河北省提出要加快村鎮(zhèn)規(guī)劃的編制,以促進(jìn)配套設(shè)施建設(shè),提升鄉(xiāng)鎮(zhèn)建設(shè)水平,改善村莊居住條件,提升村莊面貌。這個(gè)工作思路既是我們農(nóng)村工作的重點(diǎn),也是廣大人民群眾的迫切需求。本文通過(guò)對(duì)邢臺(tái)沙河市綦村農(nóng)村面貌提升的研究,嘗試以點(diǎn)帶面,為河北省廣大農(nóng)村發(fā)展建設(shè)提供一個(gè)可以嘗試的思路。研究發(fā)現(xiàn)沙河市綦村鎮(zhèn)新農(nóng)村社區(qū)建設(shè)存在如下問(wèn)題:缺少安全飲用水,排水設(shè)施缺乏或者年久失修,基礎(chǔ)設(shè)施配置不足,民房亂搭亂建、缺少規(guī)劃等,同時(shí)綦村新社區(qū)地形破碎,建設(shè)用地選擇余地小等都是其發(fā)展的制約因素。針對(duì)這些問(wèn)題,從村域位置及整個(gè)村域用地入手,考慮村莊人口規(guī)模和用地規(guī)模,統(tǒng)籌考慮村莊發(fā)展定位,確定村莊禁建區(qū)、限建區(qū)和適建區(qū),確定綦村新社區(qū)未來(lái)產(chǎn)業(yè)發(fā)展方向?yàn)?以鐵礦開(kāi)采加工業(yè)為依托,帶動(dòng)交通運(yùn)輸、物資流通、商業(yè)服務(wù)、信息服務(wù)等相關(guān)產(chǎn)業(yè)的共同發(fā)展。合理規(guī)劃配建基礎(chǔ)設(shè)施和公共服務(wù)設(shè)施,南部低層住宅區(qū)的公共設(shè)施與五龍山莊相結(jié)合,北部多層住宅區(qū)的公共服務(wù)設(shè)施與正在建設(shè)中的西蘇莊生活區(qū)相結(jié)合,形成兩個(gè)組團(tuán)中心。規(guī)劃垃圾收集設(shè)施,結(jié)合周邊進(jìn)行設(shè)計(jì),在村民娛樂(lè)休閑區(qū)域設(shè)置公共廁所。從交通組織、給水、排水、電力、電信、熱力、燃?xì)�、環(huán)境保護(hù)與環(huán)衛(wèi)設(shè)施、防災(zāi)減災(zāi)、功能結(jié)構(gòu)與景觀、組團(tuán)方面綜合考慮,解決新農(nóng)村基礎(chǔ)建設(shè)問(wèn)題。通過(guò)對(duì)新民居設(shè)計(jì)的探討,確定新社區(qū)民居設(shè)計(jì)理念既要體現(xiàn)綦村特色還要為現(xiàn)代化居住環(huán)境營(yíng)造提供一個(gè)重要的示范點(diǎn),同時(shí)注重人性化設(shè)計(jì)。主要體現(xiàn)在:景觀和設(shè)施設(shè)計(jì)體現(xiàn)鄉(xiāng)土文化的特色,發(fā)揮和增強(qiáng)視覺(jué)效果;設(shè)計(jì)適度超前,從建筑功能考慮,設(shè)計(jì)建造節(jié)能房屋;在生活用能中盡量使用可再生能源;設(shè)計(jì)理念簡(jiǎn)潔樸素、務(wù)實(shí)實(shí)用,盡量增大建筑使用面積和使用效率。
[Abstract]:In 2010, Hebei Province proposed to speed up the planning of villages and towns to promote the construction of supporting facilities, improve the level of township construction, improve the living conditions of villages, and enhance the appearance of villages. This work idea is not only the focus of our rural work, but also the urgent needs of the broad masses of the people. This paper tries to provide a tentative idea for the rural development and construction of Hebei province through the study of the rural appearance promotion of Qi Village in Shahe City Xingtai City. The study found that the following problems exist in the construction of new rural community in Shahe Qicun: lack of safe drinking water, lack of drainage facilities or disrepair, inadequate allocation of infrastructure, random construction of houses, lack of planning, etc. At the same time, the new community in Qi Village is a restricted factor for its development, such as the broken terrain and the small choice of construction land. In view of these problems, starting with the location of village area and the whole village land use, considering the population scale and land use scale of the village, and considering the location of the village development as a whole, the forbidden area, the restricted area and the suitable area are determined. It is determined that the future industrial development direction of the new community of Qi Village is to promote the common development of related industries, such as transportation, material circulation, commercial service, information service and so on, relying on the iron ore mining and processing industry. Reasonable planning and construction of infrastructure and public service facilities, combination of public facilities in the lower residential areas in the south with Wulong Hills, and public service facilities in the multi-storey residential areas in the north with the living areas of West Suzhuang under construction, Form the center of two groups. Planning garbage collection facilities, combining with the surrounding design, in the villagers entertainment and leisure areas to set up public toilets. From the aspects of transportation organization, water supply, drainage, electric power, telecommunication, heat, gas, environmental protection and sanitation facilities, disaster prevention and mitigation, function structure and landscape, the problem of new rural infrastructure is solved. Through the discussion of the design of the new residential building, it is determined that the design idea of the new community dwelling house should not only embody the characteristics of the village but also provide an important demonstration point for the construction of the modern living environment, and pay attention to the humanized design at the same time. Mainly reflected in: landscape and facilities design reflects the characteristics of local culture, play and enhance the visual effect; the design of moderate lead, from the architectural function, design and construction of energy-efficient houses; use of renewable energy in living energy as much as possible; The design idea is simple and simple, practical and practical, as far as possible to increase the building use area and efficiency.
