【摘要】：森林資源是自然資源中非常重要的一個(gè)組成部分,而高保護(hù)價(jià)值森林則是森林資源中最受人關(guān)注的一種。由于高保護(hù)價(jià)值森林具有較高的環(huán)境、社會(huì)、經(jīng)濟(jì)、景觀價(jià)值和豐富的生物多樣性,因此它的重要性十分明顯。對(duì)高保護(hù)價(jià)值森林進(jìn)行研究,并探索其經(jīng)營(yíng)管理措施,是實(shí)現(xiàn)森林可持續(xù)經(jīng)營(yíng)的一個(gè)重要手段。本文以廣西國(guó)有大桂山林場(chǎng)的高保護(hù)價(jià)值森林為研究對(duì)象,對(duì)林場(chǎng)內(nèi)的高保護(hù)價(jià)值森林進(jìn)行分類判定,并分析林場(chǎng)現(xiàn)有高保護(hù)價(jià)值森林經(jīng)營(yíng)措施及其存在的問(wèn)題,提出了適合大桂山林場(chǎng)高保護(hù)價(jià)值森林的經(jīng)營(yíng)對(duì)策。具體研究結(jié)果如下：(1)大桂山林場(chǎng)的高保護(hù)價(jià)值森林主要有景觀資源地(HCVF2),珍稀、受威脅或?yàn)l危生態(tài)保護(hù)地(HCVF3),生態(tài)服務(wù)功能價(jià)值保護(hù)地(HCVF4),傳統(tǒng)文化保護(hù)地(HCVF6)4種類型。高保護(hù)價(jià)值森林總面積為7933.6 hm2,其中景觀資源地1482.7 hm2,珍稀、受威脅或?yàn)l危生態(tài)保護(hù)地面積3782.4 hm2,生態(tài)服務(wù)功能價(jià)值保護(hù)地面積2666.9 hm2,傳統(tǒng)文化保護(hù)地面積1.6 hm2。(2)大桂山林場(chǎng)高保護(hù)價(jià)值森林現(xiàn)有經(jīng)營(yíng)措施主要體現(xiàn)在經(jīng)營(yíng)管理措施和森林資源更新與保護(hù)措施方面。存在的問(wèn)題主要有：保護(hù)力度和強(qiáng)度問(wèn)題、資金保障問(wèn)題、組織保障問(wèn)題、事業(yè)單位改革后公益林和商品林分類經(jīng)營(yíng)問(wèn)題、科研隊(duì)伍建設(shè)問(wèn)題。(3)提出的經(jīng)營(yíng)對(duì)策有,景觀資源保護(hù)地：加強(qiáng)現(xiàn)有森林景觀的保護(hù)型經(jīng)營(yíng)；調(diào)整森林景觀內(nèi)的土地利用格局,提高森林的景觀功能；落實(shí)森林保護(hù)人員；加強(qiáng)森林監(jiān)測(cè)。珍稀、受威脅或?yàn)l危保護(hù)地：建立自然保護(hù)小區(qū)；加大專項(xiàng)資金投入；加大科研力度；落實(shí)管護(hù)人員。生態(tài)服務(wù)功能價(jià)值保護(hù)地：建立核心區(qū)、緩沖區(qū)；加大專項(xiàng)資金投入；組織成立專門的保護(hù)機(jī)構(gòu)；定規(guī)立約。傳統(tǒng)文化保護(hù)地：重視森林所發(fā)揮的文化作用；加大宣傳力度。
[Abstract]:Forest resource is a very important part of natural resources, and high protected value forest is one of the most concerned forest resources. Because of its high environmental, social, economic, landscape value and rich biodiversity, the forest is of great importance. It is an important means to realize the sustainable management of forest by studying the forest with high conservation value and exploring its management and management measures. In this paper, the high protected value forest in Guangxi state-owned Daguishan forest farm is taken as the research object, the forest of high protected value in the forest farm is classified and judged, and the existing management measures of high protected value forest in the forest farm and its existing problems are analyzed. The management countermeasures of high protected forest in Daguishan Forest Farm are put forward. The results are as follows: (1) there are four types of high protected forest in Daguishan Forest Farm: landscape resources (HCVF2), rare, threatened or endangered ecological protection (HCVF3), ecological service function value protection (HCVF4) and traditional cultural protection (HCVF6). The total area of high protected forest is 7933.6 hm ~ 2, of which the landscape resource is 1482.7 mm ~ 2, which is rare and rare. The area of threatened or endangered ecological protection area is 3782.4 mm ~ 2, the area of ecological service value is 2666.9 mm ~ 2, and the area of traditional cultural protection is 1.6 hm ~ 2. (2) the existing management measures of high protected forest in Daguishan Forest Farm are mainly reflected in management measures. And forest resource renewal and conservation measures. The existing problems include: protection strength and intensity, fund guarantee, organization security, classified management of public welfare forest and commercial forest after the reform of public institutions, construction of scientific research team. (3) the management countermeasures put forward are: Landscape resources protection land: strengthen the existing forest landscape conservation management; adjust the pattern of land use in forest landscape, improve forest landscape function; implement forest protection personnel; strengthen forest monitoring. Rare, threatened or endangered protected area: establish nature protection community; increase special fund investment; increase scientific research; implement management and protection personnel. Ecological service function value protection area: establish the core area, buffer zone; increase the special fund investment; organize and establish the special protection organization; establish the rule and contract. Traditional cultural protection: attach importance to the cultural role of forests; increase publicity.
