【摘要】：當前,在生態(tài)文明建設背景下的城鄉(xiāng)一體化進程中,蘇南地區(qū)如火如荼的鄉(xiāng)村建設使人們的生產(chǎn)生活方式發(fā)生了劇烈變遷,也對整體鄉(xiāng)村環(huán)境構成了嚴峻挑戰(zhàn)。面對目前自然環(huán)境惡化、資源壓力日益上升的局勢,通過更新規(guī)劃改善蘇南鄉(xiāng)村環(huán)境可以為“美麗鄉(xiāng)村”建設提供良好的引導示范。鄉(xiāng)村環(huán)境更新規(guī)劃是指從生態(tài)、生產(chǎn)、生活三個層面,在保持鄉(xiāng)村地方特色、利用現(xiàn)狀優(yōu)勢的前提下,采用先進的理念和技術手段進行合理的土地利用規(guī)劃,營造兼具生態(tài)和社會效益的景觀環(huán)境。這種規(guī)劃過程受社會多方利益主體行為特征和自身需求的影響,是多元主體利益訴求和價值取向的集中體現(xiàn)。然而,目前的實際規(guī)劃過程中存在著利益失衡、公眾參與缺位的問題,使規(guī)劃缺乏科學性和可操作性,無法切實保障蘇南鄉(xiāng)村環(huán)境的可持續(xù)發(fā)展。因此,如何在蘇南鄉(xiāng)村環(huán)境更新中尊重多元主體的規(guī)劃需求,并使不同需求合理落實在規(guī)劃成果中,構建多元主體協(xié)同參與的規(guī)劃模式,是本文的研究重點。本文在分析蘇南鄉(xiāng)村環(huán)境更新的規(guī)劃現(xiàn)狀、規(guī)劃中多元主體的利益需求和參與模式的基礎上,從規(guī)劃決策、運行、管理等層面,依據(jù)各參與主體的多元需求提出了相對應的規(guī)劃策略。首先,基于蘇南城鄉(xiāng)一體化發(fā)展背景對鄉(xiāng)村環(huán)境的內(nèi)涵、現(xiàn)狀問題以及更新概況進行分析,指出由于參與性缺失導致的規(guī)劃決策、運行、管理等層面的缺陷,為研究提供依據(jù);而后,著重分析多元主體的構成及各主體的參與需求,探究多元主體的利益關系和不同利益導向下的參與形式,分析不同參與模式的特征與利弊,總結可行性規(guī)劃運作方式;最后,基于多元利益均衡的目標并結合蘇南地區(qū)鄉(xiāng)村的環(huán)境特征,從規(guī)劃決策、規(guī)劃運行、規(guī)劃管理三個不同層面提出相應的規(guī)劃策略,保證決策過程的利益均衡、運行過程的方式多元以及管理過程的良性循環(huán)。同時加以適當案例輔證,從而保障各方主體公平、高效地參與規(guī)劃過程,以保證蘇南鄉(xiāng)村環(huán)境的有序更新。本研究的最終目標是促成鄉(xiāng)村的自然環(huán)境與居民的生產(chǎn)生活相互協(xié)調(diào),最大程度上實現(xiàn)規(guī)劃的生態(tài)效益和社會效益,建立可持續(xù)發(fā)展的鄉(xiāng)村人居環(huán)境。
[Abstract]:At present, in the process of urban-rural integration under the background of ecological civilization construction, the rural construction in southern Jiangsu has made people's way of production and life change dramatically. It also poses a serious challenge to the overall rural environment. In the face of the deterioration of the natural environment and the increasing pressure on resources, To improve the rural environment in southern Jiangsu can provide a good guide and demonstration for the construction of "beautiful village". The renewal planning of rural environment refers to maintaining local characteristics in rural areas from three aspects: ecology, production and life. On the premise of making use of the advantages of the present situation, we should adopt advanced ideas and technical means to carry out rational land use planning. To create a landscape environment with both ecological and social benefits. This planning process is influenced by the behavior characteristics and needs of various social stakeholders, and is a concentrated embodiment of the interests and value orientation of multiple subjects. In the current actual planning process, there is an imbalance of interests and the absence of public participation, which makes the planning lack of science and operability, and can not effectively guarantee the sustainable development of the rural environment in southern Jiangsu. How to respect the planning needs of multiple subjects in the renewal of rural environment in southern Jiangsu Province, and how to make different demands carry out reasonably in the planning results, and how to construct a planning model in which multiple subjects participate in coordination. Based on the analysis of the planning status of rural environmental renewal in southern Jiangsu, the interests and participation patterns of multiple subjects in the planning, from the planning decision-making, operation, management and other levels, According to the multiple needs of the participants, the corresponding planning strategy is put forward. Firstly, based on the background of urban and rural integration in southern Jiangsu province, the connotation, current situation and update situation of rural environment are analyzed. It is pointed out that the defects in planning decision-making, operation and management caused by the lack of participation can provide the basis for the research, and then, the composition of the multiple subjects and the participation needs of the various subjects are analyzed emphatically. To explore the interests of multiple subjects and different forms of participation under the interests of different patterns of participation in the analysis of the characteristics of different patterns of participation, summed up the feasibility of planning operation; finally, Based on the objective of multi-interest balance and the environmental characteristics of rural areas in southern Jiangsu, the corresponding planning strategies are put forward from three different levels of planning decision-making, planning operation and planning management, so as to ensure the balance of interests in the decision-making process. The mode of operation is diversified and the management process is virtuous circle. At the same time, appropriate cases are used to prove that the parties can participate in the planning process fairly and efficiently. In order to ensure the orderly renewal of the rural environment in southern Jiangsu, the ultimate goal of this study is to promote the coordination between the natural environment of the rural areas and the production and life of the residents, and to realize the ecological and social benefits of the planning to the greatest extent. To establish a sustainable rural human settlements environment.
