【摘要】：戰(zhàn)略管理是設(shè)立遠(yuǎn)景目標(biāo)并對實(shí)現(xiàn)目標(biāo)的過程進(jìn)行總體性、指導(dǎo)性策劃的管理手段,是跨功能決策的藝術(shù)與科學(xué)。隨著我國經(jīng)濟(jì)社會的快速發(fā)展和“十三五”規(guī)劃的逐步實(shí)施,社會公眾對于民航業(yè)的安全與服務(wù)要求也不斷提高。在黨中央、國務(wù)院“振興東北老工業(yè)基地”、民航局提出“民航強(qiáng)國”的大背景下,長春龍嘉國際機(jī)場作為吉林省的對外門戶與形象窗口,需要合理利用宏觀環(huán)境、產(chǎn)業(yè)環(huán)境和內(nèi)部環(huán)境,抓住機(jī)遇迎接挑戰(zhàn),制定并實(shí)施正確的發(fā)展戰(zhàn)略。長春龍嘉國際機(jī)場自2005年8月27日正式通航啟用以來,旅客吞吐量每年以17.2%的復(fù)合增長率快速增長,研究長春龍嘉國際機(jī)場的發(fā)展戰(zhàn)略,對于促進(jìn)吉林省民航事業(yè)的發(fā)展具有著現(xiàn)實(shí)意義。論文結(jié)合長春龍嘉國際機(jī)場的實(shí)際情況,提出了發(fā)展戰(zhàn)略、戰(zhàn)略實(shí)施和保障措施,希望能夠?qū)γ裼眠\(yùn)輸機(jī)場的運(yùn)營管理實(shí)踐有所裨益。論文首先闡明了研究背景與意義、研究內(nèi)容和方法,回顧了戰(zhàn)略管理相關(guān)文獻(xiàn)和理論,介紹了民用運(yùn)輸機(jī)場概況和長春龍嘉國際機(jī)場的現(xiàn)狀,指出發(fā)展中存在的問題以及問題的形成原因。本文運(yùn)用宏觀環(huán)境分析法、波特競爭力模型和SWOT分析法,對長春龍嘉國際機(jī)場的宏觀環(huán)境、產(chǎn)業(yè)環(huán)境、內(nèi)部優(yōu)勢與劣勢及企業(yè)所面臨的機(jī)遇與威脅進(jìn)行了分析。在研究和分析的基礎(chǔ)之上,提出了長春龍嘉國際機(jī)場“成為東北亞區(qū)域樞紐機(jī)場,吉林省對外開放和經(jīng)濟(jì)發(fā)展的窗口和平臺,航空性業(yè)務(wù)與非航空性業(yè)務(wù)共同發(fā)展的機(jī)場公司”的戰(zhàn)略定位,并確定了近期和遠(yuǎn)期兩階段的發(fā)展目標(biāo)。在確定了密集型發(fā)展戰(zhàn)略的同時,指出了應(yīng)同步實(shí)施的競爭戰(zhàn)略。為實(shí)施長春龍嘉國際機(jī)場發(fā)展戰(zhàn)略,確定了組織機(jī)構(gòu)變革、組織管理職能轉(zhuǎn)變,加大市場開發(fā)力度,提高人力資源使用效率等辦法。提出了尋求政策支持、機(jī)場基礎(chǔ)設(shè)施建設(shè)、完善航線網(wǎng)絡(luò)規(guī)劃、與基地航空公司共同發(fā)展、對接地面綜合交通運(yùn)輸體系等五個方面的保障措施。
[Abstract]:Strategic management is the management means of setting up the long-term goal and carrying on the overall and guiding planning to the process of achieving the goal. With the rapid development of our country's economy and society and the gradual implementation of the 13th Five-Year Plan, the requirements of the public for the safety and service of the civil aviation industry have been continuously raised. Under the background of "revitalizing the old industrial base in Northeast China" under the background of "strong country of Civil Aviation" proposed by the Civil Aviation Bureau, Changchun Longjia International Airport, as the external gateway and image window of Jilin Province, needs to make rational use of the macro environment. Industrial environment and internal environment, seize the opportunity to meet the challenges, formulate and implement the correct development strategy. Changchun Longjia International Airport since August 27th 2005 officially opened. The passenger throughput increases rapidly with the compound growth rate of 17.2% per year. The development strategy of Changchun Longjia International Airport is studied. It is of practical significance to promote the development of civil aviation in Jilin Province. This paper puts forward the development strategy, strategic implementation and safeguard measures according to the actual situation of Changchun Longjia International Airport. It is hoped that it will be beneficial to the operation and management of civil transportation airport. Firstly, this paper clarifies the research background and significance, research contents and methods, reviews the relevant literature and theory of strategic management. This paper introduces the general situation of civil transportation airport and the present situation of Changchun Longjia International Airport, points out the problems existing in the development and the causes of the problems. Porter competitiveness model and SWOT analysis, the Changchun Longjia International Airport macro environment, industrial environment. The internal strengths and weaknesses and the opportunities and threats faced by enterprises are analyzed. On the basis of the research and analysis, it is proposed that Changchun Longjia International Airport "become the regional hub airport in Northeast Asia." Jilin Province opening to the outside world and economic development window and platform, aviation business and non-aviation business common development of the airport company "strategic positioning." At the same time, it points out the competitive strategy that should be implemented synchronously, and implements the development strategy of Changchun Longjia International Airport. It determines the organizational reform, the transformation of organizational management functions, the increase of market development, and the improvement of human resource use efficiency. It also proposes to seek policy support, airport infrastructure construction, and improve the route network planning. With the base airline common development, docking ground integrated transportation system and other five aspects of protection measures.
