【摘要】:海灣地區(qū)海陸作用相互作用強(qiáng)烈,蘊(yùn)藏著豐富的資源,經(jīng)濟(jì)發(fā)達(dá)。隨著經(jīng)濟(jì)發(fā)展,人類活動(dòng)對(duì)海灣的開發(fā)利用強(qiáng)度越來越大,海灣環(huán)境壓力日益增大。國家海洋局于2010年發(fā)布《關(guān)于開展海域海岸帶整治修復(fù)保護(hù)工作的若干意見》,開展海域海岸帶整治修復(fù)和保護(hù)工作,以保障海灣經(jīng)濟(jì)的可持續(xù)發(fā)展。隨著海域整治修復(fù)和保護(hù)工作的陸續(xù)開展,海域空間整治工作中面臨著缺乏科學(xué)、系統(tǒng)的評(píng)價(jià)技術(shù)等問題,急需提出系統(tǒng)規(guī)范的評(píng)價(jià)指標(biāo)體系和科學(xué)合理的評(píng)價(jià)方法,以對(duì)海域整治效果做出科學(xué)合理全面的評(píng)價(jià)。本文的研究重點(diǎn)主要有以下幾個(gè)方面:1.本文選取了同安灣、五緣灣、茅尾海3個(gè)綜合整治項(xiàng)目,從區(qū)域概況、整治背景、整治內(nèi)容、整治效果四個(gè)方面詳細(xì)介紹了綜合整治項(xiàng)目的實(shí)施情況和取得的成效。2.結(jié)合前人研究成果,從空間規(guī)模、水文動(dòng)力環(huán)境、泥沙沉積環(huán)境、沉積物質(zhì)量環(huán)境、水質(zhì)環(huán)境、生物生態(tài)環(huán)境、景觀環(huán)境、經(jīng)濟(jì)、社會(huì)效益、資源效益等9個(gè)方面,提出了海域整治清淤類項(xiàng)目的綜合評(píng)價(jià)指體系。3.通過介紹、對(duì)比、分析層次分析法、模糊綜合評(píng)價(jià)法、基于關(guān)聯(lián)度的灰色綜合分析法的概念、模型、模型構(gòu)建步驟和各個(gè)模型的優(yōu)缺點(diǎn),來引出新型的基于灰色關(guān)聯(lián)度的模糊綜合評(píng)價(jià)法,并詳細(xì)介紹了基于灰色關(guān)聯(lián)度的模糊綜合評(píng)價(jià)法的原理、建模步驟以及計(jì)算方法。4.以安海灣清淤綜合整治為例,綜合考慮空間規(guī)模、水文動(dòng)力環(huán)境、泥沙沉積環(huán)境、沉積物質(zhì)量環(huán)境、水質(zhì)環(huán)境、生物生態(tài)環(huán)境、景觀環(huán)境、經(jīng)濟(jì)、社會(huì)效益、資源效益9個(gè)方面因素,并針對(duì)該項(xiàng)目的特點(diǎn),選取了目前可獲得性的指標(biāo),應(yīng)用基于灰色關(guān)聯(lián)度的模糊綜合評(píng)價(jià)法對(duì)安海灣清淤綜合整治進(jìn)行了預(yù)評(píng)價(jià),通過比選,確定了較優(yōu)的整治方案。
[Abstract]:With the development of economy, the intensity of exploitation and utilization of the Gulf is increasing with the strong interaction between the sea and land in the Gulf region, which contains abundant resources and developed economy. The Gulf environmental pressure is increasing day by day. On 2010, the State Oceanic Administration (SOA) issued some opinions on carrying out the restoration and protection of the coastal zone in the sea area, and carried out the restoration and protection of the coastal zone in the sea area. In order to ensure the sustainable development of the Gulf economy, with the continuous development of the restoration and protection of the sea area, the space regulation of the sea area is faced with the lack of scientific, systematic evaluation technology and other problems. It is urgent to put forward a systematic and standardized evaluation index system and a scientific and reasonable evaluation method. In order to make a scientific, reasonable and comprehensive evaluation of the effect of sea area regulation. The main research focus of this paper is as follows: 1. This paper selects three comprehensive regulation projects, Tongan Bay, Wuyuan Bay and Maowei Sea, from the regional general situation. The background, content and effect of comprehensive regulation are introduced in detail. 2. Combined with the previous research results, from the space scale, hydrodynamic environment. Sediment deposition environment, sediment quality environment, water quality environment, biological ecological environment, landscape environment, economic, social and resource benefits. This paper puts forward the comprehensive evaluation system of dredging projects of sea area. 3. Through introduction, contrast, analytic hierarchy process, fuzzy comprehensive evaluation method and grey comprehensive analysis method based on correlation degree, the concept and model of grey comprehensive analysis method are put forward. The steps of model construction and the advantages and disadvantages of each model lead to a new fuzzy comprehensive evaluation method based on grey correlation degree and the principle of fuzzy comprehensive evaluation method based on grey correlation degree is introduced in detail. Modeling steps and calculation method .4.Taking the comprehensive regulation of dredging in Anwan Bay as an example, considering the spatial scale, hydrodynamic environment, sediment deposition environment, sediment quality environment, water quality environment, biological ecological environment. Landscape environment, economic, social, resource efficiency nine factors, and according to the characteristics of the project, selected the current available indicators. The fuzzy comprehensive evaluation method based on grey correlation degree was applied to pre-evaluate the comprehensive regulation of silt clearing in Anwan Bay. Through comparison and selection, the better treatment scheme was determined.
