【摘要】：文藝創(chuàng)作與文化傳播獨特的本質(zhì)、表現(xiàn)和特點,決定了必須堅持以人民為中心的導(dǎo)向,堅持社會效益與經(jīng)濟效益的統(tǒng)一。對文藝創(chuàng)作與文化傳播給予引導(dǎo)與規(guī)制具有必要性,因為文藝創(chuàng)作具有多種動因,傳播也不總是往積極方面發(fā)展,同時文藝創(chuàng)作與傳播會對社會產(chǎn)生巨大影響,尤其當(dāng)前全球化進程為中國的文藝創(chuàng)作與傳播提出了新的考驗。中國需要更積極地走向世界,互聯(lián)網(wǎng)和新媒體技術(shù)改變了文藝創(chuàng)作和傳播的傳統(tǒng)形態(tài),并催生了新的文藝作品類型,這使得整個社會的文化格局將面臨著重要改變。對文藝創(chuàng)作進行引導(dǎo)與規(guī)制的具體對象可以分為需要促進和需要抑制兩大類。以人民為中心、弘揚社會主義核心價值觀的創(chuàng)作,文藝精品、原創(chuàng)作品、創(chuàng)新性的創(chuàng)作,群眾創(chuàng)作,具有民族性的創(chuàng)作,雅俗共賞的創(chuàng)作和體現(xiàn)中國夢的創(chuàng)作應(yīng)該積極引導(dǎo)。文藝廢品,"三俗"作品,孤芳自賞的創(chuàng)作,急功近利的創(chuàng)作,價值觀扭曲的創(chuàng)作,獵奇、炒作性的創(chuàng)作,崇洋媚外的創(chuàng)作和意圖顛覆國家的創(chuàng)作需要有效規(guī)制。對文藝創(chuàng)作與傳播引導(dǎo)與規(guī)制要遵循規(guī)律,明確途徑:完善人才培養(yǎng)體系與創(chuàng)新推動機制;健全價值把關(guān)體系與法律規(guī)范體系;改進評價評論體系與激勵機制;加強文藝隊伍建設(shè),發(fā)揮人民團體作用;加強文藝陣地建設(shè),將公益與市場結(jié)合,完善基層文化服務(wù)體系;尊重文化傳播規(guī)律,發(fā)展改進文化傳播網(wǎng)絡(luò),充分發(fā)揮黨的領(lǐng)導(dǎo)作用。對文藝創(chuàng)作與傳播加以正確、有效的引導(dǎo)和規(guī)制需要黨和政府、市場及社會在其中區(qū)別定位、綜合發(fā)力。
[Abstract]:The unique essence, performance and characteristics of literary and artistic creation and cultural communication determine that we must adhere to the people-centered guidance and adhere to the unity of social and economic benefits. It is necessary to guide and regulate literary and artistic creation and cultural communication, because literary and artistic creation has a variety of motives, and communication does not always develop in a positive way. At the same time, literary and artistic creation and communication will have a great impact on society. In particular, the current process of globalization for China's literary and artistic creation and dissemination of a new test. China needs to go to the world more actively. The Internet and new media technology have changed the traditional form of literary creation and dissemination, and given birth to new types of literary and artistic works, which will make the cultural pattern of the whole society face important changes. The specific objects of guiding and regulating literary and artistic creation can be divided into two categories: need to promote and need to restrain. With the people as the center, the creation of socialist core values, literary and artistic works, original works, creative creation, mass creation, national creation, elegance and common appreciation creation and Chinese Dream's creation should be actively guided. Literary and artistic waste, "three vulgar" works, the creation of self-admiration, the creation of eager success and instant profit, the creation of distorted values, the creation of curiosity, the creation of speculation, the creation of worshiping foreign countries and the creation of intention to subvert the country need effective regulation. To guide and regulate literary and artistic creation and dissemination, we should follow the rules and make clear the ways: to perfect the talent training system and innovation promotion mechanism, to perfect the value control system and the legal standard system, to improve the evaluation and comment system and the incentive mechanism; To strengthen the building of literary and art teams and give play to the role of people's organizations; to strengthen the building of literary and art positions, to combine the public welfare with the market, and to perfect the grass-roots cultural service system; to respect the laws of cultural transmission and to develop and improve cultural communication networks; Give full play to the leading role of the Party. It is necessary for the Party, the government, the market and the society to make a distinction between the Party and the government, and the market and society in order to guide and regulate the creation and dissemination of literature and art correctly.
