【摘要】：改革開放以來中國(guó)經(jīng)濟(jì)經(jīng)歷了高速增長(zhǎng)階段,但是“高投入、高消耗、高排放、不協(xié)調(diào)、難循環(huán)、低效率”的增長(zhǎng)方式與“可持續(xù)發(fā)展觀”和“和諧社會(huì)”的理念相違背。為此,中央提出以可持續(xù)發(fā)展為導(dǎo)向,通過對(duì)產(chǎn)業(yè)結(jié)構(gòu)實(shí)施戰(zhàn)略性調(diào)整來轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式。河南作為全國(guó)人口第一大省,所面臨的土地、資源、生態(tài)、環(huán)境等各方面的壓力均大于全國(guó)平均水平,如何通過產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,實(shí)現(xiàn)經(jīng)濟(jì)、社會(huì)、能源和環(huán)境系統(tǒng)的可持續(xù)發(fā)展,是我省面臨的現(xiàn)實(shí)而緊迫的任務(wù)。研究河南省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整對(duì)可持續(xù)發(fā)展的影響,對(duì)于指導(dǎo)河南省如何進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整具有重要的理論和現(xiàn)實(shí)意義。 可持續(xù)發(fā)展是一個(gè)比較抽象的概念,一般包括經(jīng)濟(jì)系統(tǒng)的可持續(xù)發(fā)展、社會(huì)系統(tǒng)的可持續(xù)發(fā)展、能源系統(tǒng)的可持續(xù)發(fā)展和環(huán)境系統(tǒng)的可持續(xù)發(fā)展,通常選取經(jīng)濟(jì)增長(zhǎng)、人口就業(yè)、節(jié)能降耗、環(huán)境保護(hù)作為衡量經(jīng)濟(jì)、社會(huì)、能源和環(huán)境四個(gè)子系統(tǒng)是否可持續(xù)發(fā)展的重要指標(biāo)。因此,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整對(duì)這四個(gè)指標(biāo)的影響可以近似的被認(rèn)為是對(duì)可持續(xù)發(fā)展的影響�；趯�(duì)上述問題的認(rèn)識(shí),本文以Moore結(jié)構(gòu)變化值為基礎(chǔ),分別構(gòu)建產(chǎn)業(yè)結(jié)構(gòu)調(diào)整對(duì)經(jīng)濟(jì)增長(zhǎng)、人口就業(yè)、節(jié)能降耗、環(huán)境保護(hù)的貢獻(xiàn)度模型,并在1986—2010年河南省相關(guān)數(shù)據(jù)的基礎(chǔ)上,測(cè)算出河南省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整對(duì)經(jīng)濟(jì)增長(zhǎng)、人口就業(yè)、節(jié)能降耗和環(huán)境保護(hù)的貢獻(xiàn)度。模型的分析結(jié)果表明,河南省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)比較大；對(duì)人口就業(yè)和節(jié)能降耗有一定的貢獻(xiàn),但是貢獻(xiàn)不太大；對(duì)減少?gòu)U氣排放量的貢獻(xiàn)不穩(wěn)定,對(duì)減少?gòu)U水排放量的貢獻(xiàn)逐年降低,對(duì)減少?gòu)U渣排放量的貢獻(xiàn)越來越低。根據(jù)以上的結(jié)論,河南省產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整應(yīng)遵循“需求導(dǎo)向、立足省情、持續(xù)協(xié)調(diào)”的原則,鞏固農(nóng)業(yè)的基礎(chǔ)地位,調(diào)整農(nóng)業(yè)的內(nèi)部結(jié)構(gòu),推動(dòng)農(nóng)業(yè)向現(xiàn)代化、生態(tài)化發(fā)展；優(yōu)化工業(yè)結(jié)構(gòu),在改造傳統(tǒng)產(chǎn)業(yè)的同時(shí)大力發(fā)展高新技術(shù)產(chǎn)業(yè),同時(shí)對(duì)高能耗和高污染行業(yè)進(jìn)行合理的監(jiān)管和引導(dǎo)；積極發(fā)展第三產(chǎn)業(yè),通過現(xiàn)代的經(jīng)營(yíng)方式提升傳統(tǒng)服務(wù)業(yè),推動(dòng)金融、法律、管理咨詢等現(xiàn)代服務(wù)業(yè)的發(fā)展,培育旅游、動(dòng)漫等有本省特色的戰(zhàn)略性支撐產(chǎn)業(yè)。
[Abstract]:Since the reform and opening up, China's economy has experienced a period of rapid growth, but the growth mode of "high input, high consumption, high emission, uncoordinated, difficult to recycle and low efficiency" is contrary to the concept of "sustainable development view" and "harmonious society". Therefore, the central government proposes to change the mode of economic development through the strategic adjustment of industrial structure guided by sustainable development. Henan, as the largest province with population in China, faces more pressure from land, resources, ecology and environment than the national average. How to realize the economy and society through the adjustment of industrial structure? The sustainable development of energy and environment system is a realistic and urgent task facing our province. It is of great theoretical and practical significance to study the influence of industrial structure adjustment on sustainable development in Henan Province, which is of great theoretical and practical significance to guide the industrial structure adjustment in Henan Province. Sustainable development is a relatively abstract concept, which generally includes the sustainable development of economic system, the sustainable development of social system, the sustainable development of energy system and the sustainable development of environmental system. Population employment, energy saving and consumption reduction, environmental protection is an important index to measure the sustainable development of the four subsystems of economy, society, energy and environment. Therefore, the impact of industrial structure adjustment on these four indicators can be considered as the impact on sustainable development. Based on the understanding of the above problems, this paper builds the contribution model of industrial structure adjustment to economic growth, population employment, energy saving and environmental protection, based on the change value of Moore structure. Based on the relevant data of Henan Province from 1986 to 2010, the contribution of industrial structure adjustment to economic growth, population employment, energy saving and environmental protection was calculated. The results of the model analysis show that the industrial structure adjustment in Henan province contributes a lot to the economic growth, to the employment of the population, to energy conservation and consumption, but not to a great extent, and to the unstable contribution to the reduction of exhaust gas emissions. The contribution to reducing the discharge of waste water is decreasing year by year, and the contribution to reducing the discharge of waste residue is becoming lower and lower. According to the above conclusions, the adjustment of Henan's industrial structure should follow the principle of "demand-oriented, based on provincial conditions, sustainable coordination", consolidate the basic position of agriculture, adjust the internal structure of agriculture, and promote the modernization and ecological development of agriculture; Optimize the industrial structure, vigorously develop high and new technology industries while transforming traditional industries, and carry out reasonable supervision and guidance over high energy consumption and high pollution industries; actively develop the tertiary industry and upgrade the traditional service industry through modern management. Promote the development of modern services, such as finance, law, management consulting, cultivate tourism, animation and other provincial characteristics of strategic support industries.
