基于粗糙集理論的科技項目決策支持系統(tǒng)的研究與實(shí)現(xiàn)

【摘要】: 蘇州工業(yè)園區(qū)是中新兩國政府間重要的合作項目,目標(biāo)是:把蘇州工業(yè)園區(qū)建設(shè)成為具有國際競爭力的高科技工業(yè)園區(qū)和現(xiàn)代化、園林化、國際化的新城區(qū)。園區(qū)先后建成了中國軟件歐美出口工程試點(diǎn)基地、火炬計劃軟件產(chǎn)業(yè)基地、火炬計劃汽車零部件產(chǎn)業(yè)基地、國家電子信息產(chǎn)業(yè)基地、國家集成電路產(chǎn)業(yè)園、國家動漫產(chǎn)業(yè)基地、中國服務(wù)外包示范基地、國家納米技術(shù)國際創(chuàng)新園等8個國家級產(chǎn)業(yè)基地,形成了以集成電路、光電、軟件、動漫、汽車與航空零部件為特色的高新技術(shù)產(chǎn)業(yè)集群。園區(qū)企業(yè)承擔(dān)各類科技項目550多項,爭取了國家和省市科技撥款約4.6億元,園區(qū)三項經(jīng)費(fèi)撥款近3.8億元。隨著地方科技經(jīng)費(fèi)的下達(dá),如何發(fā)現(xiàn)優(yōu)秀企業(yè)承擔(dān)科技項目,如何對項目本身進(jìn)行評估并決策是科技發(fā)展局當(dāng)前面臨的主要問題。本文以蘇州工業(yè)園區(qū)的高科技項目為關(guān)注點(diǎn),在深入剖析科技立項與管理中存在的問題及成因的基礎(chǔ)上,分析了影響科技項目能否成功的各項因素,結(jié)合粗糙集理論能有效地處理不精確、不完整數(shù)據(jù),發(fā)掘兩類或多類數(shù)據(jù)間隱含關(guān)系的優(yōu)點(diǎn),設(shè)計了基于粗糙集理論的科技評估與決策支持系統(tǒng),對國內(nèi)高新區(qū)如何構(gòu)建有效的科技項目評估與決策支持系統(tǒng)有較高的參考價值。
[Abstract]:Suzhou Industrial Park is an important cooperation project between Chinese and New Zealand governments. The goal is to build Suzhou Industrial Park into a high-tech industrial park with international competitiveness and a modern, gardenized and internationalized new urban area. The park has established a pilot base for China's software export projects in Europe and the United States, a software industry base for the Torch Plan, an industry base for auto parts and components for the Torch Project, a national electronic and information industry base, a national integrated circuit industry park, and a national animation industry base. China Service Outsourcing demonstration Base, National Nanotechnology International Innovation Park and other national industrial bases have formed a high-tech industrial cluster characterized by integrated circuits, optoelectronics, software, animation, automobile and aviation components. More than 550 scientific and technological projects have been undertaken by the enterprises of the park, and about 460 million yuan have been allocated by the state, provinces and cities, and nearly 380 million yuan have been allocated to the three items of funds of the park. With the issuance of local science and technology funds, how to find excellent enterprises to undertake scientific and technological projects, how to evaluate and make decisions on the projects themselves is the main problem facing the Science and Technology Development Bureau at present. This paper focuses on the high-tech projects in Suzhou Industrial Park. On the basis of deeply analyzing the problems and causes in the establishment and management of scientific and technological projects, this paper analyzes the factors that affect the success of scientific and technological projects. Combining the advantage of rough set theory which can deal with imprecise and incomplete data effectively and discover the implicit relation between two or more kinds of data, a scientific and technological evaluation and decision support system based on rough set theory is designed. It has a high reference value for how to construct an effective science and technology project evaluation and decision support system.
