【摘要】： 新興產業(yè)發(fā)展的關鍵在于尊重產業(yè)發(fā)展規(guī)律,經過科學論證,不斷創(chuàng)造或積累發(fā)展的必備條件,找準發(fā)展的突破口。當前我國新興產業(yè)發(fā)展的一個重要問題是政府作用的正確定位。 本文通過理論研究與實證分析相結合的方法,輔之以比較分析法、分析綜合法、文獻研究法和調查法等,對國內外新興產業(yè)發(fā)展過程中的政府作用進行分析研究,借鑒各方面的先進經驗對我國新興產業(yè)發(fā)展中的政府作用提出改進建議,并以大連動漫產業(yè)的發(fā)展為案例,對政府作用的有效發(fā)揮進行了分析。 本文認為,新興產業(yè)發(fā)展中,政府應于六個方面發(fā)揮作用：一是加強宏觀指導和具體扶持力度；二是加強新興產業(yè)市場培育；三是構建多渠道的新興產業(yè)發(fā)展融資體系；四是建立完善的新興產業(yè)發(fā)展公共服務支撐體系；五是營造有利于新興產業(yè)發(fā)展的創(chuàng)新環(huán)境；六是大力培養(yǎng)和引進高素質創(chuàng)新人才和創(chuàng)新團隊。當前新興產業(yè)發(fā)展中政府作用的發(fā)揮,在這六個方面都有所欠缺,這也正是我國政府對新興產業(yè)推動力度不夠的關鍵所在。因此,有必要進一步探索和明確我國政府在新興產業(yè)發(fā)展中的定位和作用機制,為政府在新興產業(yè)發(fā)展中更好地發(fā)揮作用提供依據(jù),推動我國新興產業(yè)發(fā)展邁上新的臺階。
[Abstract]:The key to the development of new industries lies in respecting the laws of industrial development, continuously creating or accumulating the necessary conditions for development through scientific argumentation, and finding a breakthrough point for development. At present, an important problem in the development of new industries in China is the correct orientation of the role of the government. Through the combination of theoretical research and empirical analysis, supplemented by comparative analysis, analytical synthesis, literature research and investigation, this paper analyzes the role of government in the development of emerging industries at home and abroad. Based on the advanced experience of various aspects, this paper puts forward some suggestions to improve the role of government in the development of new industries in China, and takes the development of Dalian animation industry as a case to analyze the effective exertion of the role of government. This paper holds that the government should play a role in the development of emerging industries in six aspects: first, strengthening macro-guidance and concrete support; second, strengthening the cultivation of emerging industries; third, constructing a multi-channel financing system for the development of emerging industries; Fourth, to establish a sound public service support system for the development of emerging industries; fifth, to create an innovative environment conducive to the development of emerging industries; and sixth, to vigorously train and introduce high-quality innovative talents and innovative teams. At present, the role of government in the development of new industries is deficient in these six aspects, which is the key point of our government's insufficient promotion of new industries. Therefore, it is necessary to further explore and clarify the position and function mechanism of our government in the development of emerging industries, to provide the basis for the government to play a better role in the development of emerging industries, and to promote the development of new industries in our country to a new level.
