    這是一篇論說文，要求就“做個(gè)文明的游客”這個(gè)論題發(fā)表見解。根據(jù)題目要求，全文可以安排如下：

    第一段提出現(xiàn)象，引出話題：出游人數(shù)增加，不文明行為也隨之而來，其中包括在景區(qū)吸煙、大聲喧嘩、亂扔垃圾，甚至在文化古跡上亂涂亂畫。

    第二段就第一段提及的現(xiàn)象，發(fā)表個(gè)人見解：政府應(yīng)該采取措施應(yīng)對(duì)這一問題。方法有二個(gè)，其一，應(yīng)建立不良記錄備案體系，把破壞環(huán)境的游客列入黑名單。其二，有關(guān)當(dāng)局可以對(duì)破壞景區(qū)環(huán)境的游客予以罰款，以防止某些游客恣意妄為。

In  recent years, there has been a sharp increase in the number of Chinese tourists traveling both home and abroad.However, along with this surge are some uncivil behaviors,which  have received fierce criticism.For example,some tourists may smoke, talk loudly, throw trash around, or even scrawl on cultural relics in the scenic spots.

Personally,I hate such  misbehaviors and believe that the government should take some measures to tackle this problem.First, we should set up a system to keep track of those who misbehave in scenic spots. If they are spotted three times, we could blacklist them  and  reject their admission in their subsequent visits. Second, the authorities concerned could impose a fine on those who damage the environment in the scenic Spots. For instance, for every  item  littered,a 50 RMB fine is imposed.    

In short, some severe measures like blacklist and financial penalty should be adopted to prevent tourists from behaving inappropriately.

近年來，中國(guó)國(guó)內(nèi)游及出境游的人數(shù)劇增。然而隨之而來的是一些游客的不文明行為，這些不文明行為已受到各方猛烈批評(píng)。比如，有些游客會(huì)在景區(qū)吸煙、大聲喧嘩、亂扔垃圾，或者甚至在文物上亂涂亂畫。就我個(gè)人而言，我討厭這些行為，我認(rèn)為政府應(yīng)該采取一些措施來應(yīng)對(duì)這一問題。首先，我們應(yīng)該建立一個(gè)追蹤體系，跟蹤記錄那些在景區(qū)胡作非為的人。如果發(fā)現(xiàn)他們違規(guī)三次，，就將其列入黑名單，拒絕他們?cè)俅芜M(jìn)入景區(qū)。其次，有關(guān)當(dāng)局可以對(duì)破壞景區(qū)環(huán)境的游客予以罰款。例如，每亂扔一樣?xùn)|西，就罰款50元�？傊�，我們應(yīng)該采取一些嚴(yán)厲措施，比如建立黑名單和罰款來防止游客的不恰當(dāng)行為。
