【摘要】:正風(fēng)、光等間歇性可再生能源并網(wǎng)給電力系統(tǒng)運(yùn)行帶來(lái)很大的沖擊,引起系統(tǒng)電壓、頻率的大幅波動(dòng),惡化了電能質(zhì)量,降低了電網(wǎng)安全穩(wěn)定運(yùn)行的水平,使得傳統(tǒng)的電力系統(tǒng)理論方法和技術(shù)體系受到挑戰(zhàn)。國(guó)務(wù)院于2014年6月印發(fā)《能源發(fā)展戰(zhàn)略行動(dòng)計(jì)劃(2014—2020年)》,提出到2020年,非化石能源占一次能源消費(fèi)比重達(dá)到15%,其中風(fēng)電裝機(jī)達(dá)到2億k W,光伏裝機(jī)達(dá)到1億k W左右,地?zé)崮芾靡?guī)模達(dá)到5000萬(wàn)t標(biāo)準(zhǔn)煤。需"提高可再生能源利用水平。加強(qiáng)電源與電網(wǎng)統(tǒng)籌規(guī)劃,科學(xué)安排調(diào)峰、調(diào)頻、儲(chǔ)能配套能力,切實(shí)解決棄風(fēng)、棄水、棄光問(wèn)題"。近年來(lái)我國(guó)各類(lèi)科技
